Project Administrative Assistant – Ministry of Communications and Technology (Individual Consultant) – Mogadishu, Somalia

  1. Background:The Republic of Somalia has received financing from the World Bank towards the cost of the Eastern Africa Regional Digital Integration Project (EA-RDIP) project; and intends to apply part of the proceeds of the above project to finance the position of the Project Administrative Assistant (Individual Consultant) for Ministry of Communications and Technology

2 Responsibilities: The Project Administrative Assistant Will Provides administrative support to ensure efficient operation of office; Answers phone calls, schedules meetings and supports visitors; Carries out administrative duties such as filing, typing, copying, binding, scanning etc.; Completes operational requirements by scheduling and assigning administrative projects and expediting work results Makes travel arrangements for senior staff such as booking flights, cars, and hotel or restaurant reservations; Ensures operation of equipment by completing preventive maintenance requirements, calling for repairs, maintaining equipment inventories and evaluating new equipment and techniques; Maintains supplies inventory by checking stock to determine inventory level, anticipating needed supplies, placing and expediting orders for supplies. Supervise project drivers; Assist the Financial Management Specialist in processing payments All other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: https://mof.gov.so/publications/project-administrative-assistant

  1. Duration:The proposed duration for the assignment is Twelve Months (12) calendar months from starts date.

Skills and Qualifications

  1. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
  • Degree in business administration, information technology or finance, or a related is discipline Minimum of three years of professional experience in donor funded projects including family arity with donors’ operational procedures.
  • Familiarity with Federal Government of Somalia administrative and bureaucratic procedures. Proven skills in use of computer software applications including spread sheets, accounting packages and word-processing.
  • Knowledge in the use of the SFMIS will be an added advantage.
  • Excellent reporting and formal writing skills in English and Somali.
  • Excellent inter personal and administrative skills
  1. The Ministry of communication and technology now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).
  2. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  3. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
