Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

Dimensions: Save the Children works in various regions within Somalia with current staff establishment of approximately 450 staff and an annual budget of more than 100M USD

• Accountable for the day-to-day health services offered to RAS population at their location
• Links RAS community to primary health facilities for outpatient services
• Coordinate referral of emergency cases to the hospital and ensure they are attended to by the medical officer
• In collaboration with the medical doctor, determine the critical cases for specialist review
• Establish a database for chronic medical cases and update it regularly
• Avail necessary reporting tools and registers to ensure data is captured at service delivery point
• Ensure the medical doctor captures the required patient details to facilitate reporting
• Prepare weekly and monthly reports and share it with immediate line for review and approval
• Review the medcial bills submitted by the hospital for concordance with the cases served in the month
• Effectively coordinate with all stakeholders including UNHCR field officer, MoH district team and Minister for interior
• Gather refugee complaint, provide feedback and link them to appropriate services
• Organize monthly meetings with RAS leaders to discuss issues affecting the target population
• Disseminate appropriate an culturally sensitive health messages to RAS population
• Ensure that the ambulance attached to the project is fully operational to ferry emergency cases to the hospital especially during the night
• Ensure the hospitals and clinics have adequate essential drugs and medical supplies and report any stock-out of the same
• Organize special clinic days for chronically ill patients review and follow-up
• Train community volunteers on health promotion concepts and PSEA issues
• Liaise with the community leaders, volunteers, medical team and other project staff to organize medical camps
• Represent SCI in special events such as cluster meetings and annual vulnerability assessment
• Establish good working relationship within SCI complementary sectors for effective integration
• Work with program teams to ensure that information relating to Save the Children and activities is shared widely within communities in which we are working and provide for their participation and feedback in line with relevant guidelines and frameworks
• Work with programme staff to ensure learning is shared across sectors and with head office and fed into the planning and program design

Essential

• Qualified Nurse/Midwife or Public Health Nurse, Community Health e.t.c
• Two (2) years experience in primary health care activities
• Experience in humanitarian response expecially for refugee population
• Strong organizational, interpersonal, and communication skills
• Understanding righst-based approaches and participatory concepts and practical experience in humanitarian settings
• Sensitive to issues affecting children and committed to Save the Children’s Child Safe Guarding policy

• Good understanding of refugee health program
• Experience with international NGOs in humanitarian program
