MSF is a humanitarian medical organization providing emergency medical aid to populations in need. Somalia mission set up Projects in Somalia and in Baidoa, Bay region Somalia at Bay Regional Hospital in particularly is now is looking for below position:

Length of contract                : Fixed term contract with possibility of extension based on performance and

operational need (Includes 3 month probationary period)

Main Purpose

Provide support to the Deputy Project Coordinator and PC in the absence of DPC in the administrative part of coordination tasks, ensuring a smooth relation with local and national authorities, contributing to the context analysis , providing translations and interpreting in order to ensure the smooth running of the pro-ject at field level.

Accountabilities

  • Monitor and report on key issues such as (Security, risk, context dynamics, etc.) to the Deputy Project Coordi-nator and provide support in analysing contextual information, through a sound knowledge of counterparts, in different administrations in order to improve decision making processes.
  • Regularly update field contact lists and correspondance (with other NGOs, UN agencies, local authorities, me-dia, etc) in order to ensure information sources accuracy and its availability on regular basis.
  • In collaboration with the Deputy PC/Project coordinator, represent MSF in different field level meetings/forums within the projet limits (health cluster meetings, local authorities, media, governmental and non-governmental bodies, etc.) and day to day correspondances on ground).
  • Assist the deputy Project Coordinator/PC in the drafting of correspondences with authorities and counterparts (government officials, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows
  • Ensures the continuity of relations with local actors and keeps updated the list of contacts.
  • In collaboration with the deputy PC, organise advocacy contacts and appointments for the Project Coordinator with local authorities and partners to ensure the continuity of relations with local actors and involved counter-parts.
  • Execute clerk-related activities as well as prepare and conduct briefings on the project context to new em-ployees in order to facilitate their integration onboard and within the project environment.
  • Translate documents and act as an interpreter when needed

MSF Section/Context Specific Accountabilities

  • Maintain contacts with local authorities and relevant actors, representing MSF in the absence of the PC in close collaboration with the deputy PC.
  • Know the MSF charter in Somali, and promote its principles in the project.
  • Report to the DPC and PC in the absence of the DPC regularly all relevant information on activities and pro-blems encountered both in terms of security and objectives.
  • Regularly participate general staff meeting and share minutes with action point.
  • Prepare Weekly update (bullet points) including context, security and humanitarian and development of activi-ties in the area of operation.
  • Monitor social media and local news agencies and report any article or posting related to MSF and its activities.
  • Boost the associative life among the team and create some social activities at least in monthly bases , bring ideas and give the staff update on MSF activities in the other missions( The update will be provided to you by the PC).
  • Maintain updated contact list including all the actors and update any contact in case of change.

Translation of documents from Somali to English and vice versa.

Networking:

  • Liaise with the local Head of security responsible people as often as necessary.
  • Liaise with other sources of information to obtain information that could have an effect on MSF operations.
  • Strengthening our networking and having regular bi-weekly meeting with our beneficiary representatives (el-ders) and listen to their feedback on our programe.
  • Boost the associative life among the team and create some social activities at least in monthly bases , bring ideas and give the staff update on MSF activities in the other missions( The update will be provided to you by the PC).
  • Maintain updated contact list including all the actors and update any contact in case of change.
  • Develop network in order to update knowledge and comprehension of the security environment.
  • Represent the PC/DPC in official networking.

Representative functions:

  • Actively participate in all cluster and inter-agency meetings and share minutes with the DPC/PC.
  • Must be aware that at all times and in all places considered the representative of MSF in cooperation with the DPC/PC.
  • Maintain and develop contacts with network of local authorities and relevant actors.
  • Report by written minutes relevant information to the DPC/PC after every meeting.
  • Prepare minutes with action points of internal and external meetings
  1. Human Resource (HR)
  • Brief newcomers on security, as well as general and specific attitudes of the project.
  • Inform directly the DPC/PC in case of any HR abnormalities and dissatisfaction. et

Skills and Qualifications

Education

Bachler degree in either business or administration, social science, political science Degree in English language is also desirable.
