Child Safeguarding: 

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE: 

The purpose of this role is to lead the implementation and the representation of an exciting portfolio of projects covering multiple donors (World Bank, EU, FCDO, ECHO) implemented by SCI in multiple locations across Southern States and Puntland. This requires coordination with different line ministries and different program managers across Southern States and Puntland and will require significant control and oversight, specifically regarding compliance in contract management and ensuring technically strong implementation of child sensitive social protection. The role will closely work with Cash consortium CMU, BRCiS CMU as well as Area Representatives, Deputy Area Reps and PMs in the delivery of this task.

Dimensions:

Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff.

KEY AREAS OF ACCOUNTABILITY: 

Oversight and control:

Implementation and monitoring

  • Track high risk projects progress across the country office are meeting their monthly milestones programmatically (beneficiary reach) and financially (monthly and quarterly spending targets)
  • Provide compliance oversight for contract management ensuring strong financial controls and project implementation inline with contract deliverables under World Bank.
  • Closely work with MOLSA on the social protection social transfers to technically support and ensure quality implementation in line with child sensitive social protection.
  • Ensure that all high-risk projects under their portfolio meets the monthly spending plans and have healthy BVA ratings
  • Undertake field visits to program site using quality benchmarks and donor monitoring tools
  • Oversee field teams in assessments, studied and evaluations and making sense of the outcomes of these studies

 Reporting

  • Consolidate reports across the different implementation locations to produce an end product that is donor ready; of high quality, analytical, addressing impact and process for all projects, meeting CMU and internal SCI deadlines
  • Ensure reporting mirrors contract deliverables under the World Bank
  • Manage and escalate risks regarding spending, reporting on contract deliverables to SLT
  • Monitor their spending rates and BVAs and flag issues that need the attention of the ARs
  • Support to solicit information required by members, representing SCI in member calls and ensuring strong external representation
  • Coordination
  • Provide strong external representation with CMU, Ministries, Donors and SCI members to sustain SCI credibility as a core implementing partner of quality and scale
  • Respond to all queries quickly as the core contact person for Cash consortium, BRCiS CMU and MOLSA
  • Represent SCI within the various CMU meetings, and in any external fora as requested by the Ops Director
  • Lead the coordination with CMU to strategically place SCI with regard to future funding and ensuring SCI engagement on program realignments
  • Organize and lead program quarterly reviews at the field level
  • Ensure that there is smooth flow of information between save the children, CMU and all partners and government

QUALIFICATIONS AND EXPERIENCE 

  • Minimum 3-5years practical experience managing a large programme in a complex emergency as well development context, with a particular focus on [education, child protection, child right governance, health, nutrition, WASH and livelihoods], in large international non-governmental organisation or other international relief/development body;
  • University degree in a relevant academic discipline;
  • Experience of managing the programme cycle, including assessments, project design, proposal and report writing, implementation, monitoring and evaluation;
  • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
  • Highly developed research, analytical, monitoring and evaluation, and report-writing abilities;
  • Sound financial management skills, particularly in budgeting and reporting;
  • Practical knowledge of current thematic issues and debates in developing countries, and of the major institutional donors such as EU, DFID, USAID and World Bank;
  • Computer literacy, particularly in Word, Excel, and PowerPoint;
  • Strong communication, people management and interpersonal skills in English, with experience in leading multicultural, multi-location, values driven teams;
  • Willingness to work and travel in often difficult and insecure environments;
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
