Project Management Consultant (Critical Care)1. Purpose of the Consultancy
The incumbent will provide overall project management functions by ensuring coordination, efficient internal and external communication with the government, donors and partners, administrative and managerial support for effective and efficient implementation of planned activities and timely reporting.
- Background
WHO country office (WCO) Somalia manages several voluntary contributions (VC). As relationships with donors are strengthened, the WCO anticipates receiving an increased number of project-based grants. With a vision to ensure efficiency and streamlining project management, timely implementation and reporting, a Project Management Team (PMT) was constituted at the WCO led by the Planning Officer (a.i. PMT Lead) and reporting directly to the WHO Representative.
WHO Somalia country office, in partnership with the World Bank will be implementing a project on strengthening emergency medical services at federal and state level regional hospitals. The project has three broad objectives- (i) increasing access to quality essential health services irrespective of gender, age, or disability status at the regional level in line with the Essential Package for Health Services (EPHS 2020); (ii) enhancing capacity to effectively and efficiently respond to public health threats events by establishing an Integrated Disease Surveillance & Response (IDSR) System for the detection and prevention of disease outbreaks and health security threats in real-time; and (iii) strengthening national capacity for project management and support through improving coordination and operational mechanisms. The project will be implemented at 8 regional hospitals in Somalia.
Under direct supervision of the Planning Officer and Project Management Team Lead (a.i.) at the country office, overall guidance of WHO Representative and Head of Mission and, the Consultant will be responsible for overall project management functions by ensuring coordination, efficient internal and external communication with the government, donors and partners, administrative and managerial support for effective and timely implementation of planned activities and timely reporting.

- Workto be performed
Output 1: Provide PMT, WHO Representative, the World Bank, and all partners with periodic updates on the progress of the project including, but not limited to, the activities being implemented, facilities being renovated, supplies and equipment being procured based on assessment and the improvement in the critical care services.
Deliverable 1.1: Provide informative and analytical updated report on the project, including preparation of briefing documents (as required) to PMT monthly in close coordination with MOH and other partners, including organization of stakeholder meetings, as needed.
Deliverable 1.2: Adapt the HEAT (Hospital Emergency Assessment Tool) for assessment of critical care services for the designated health facilities (Regional hospitals) for the WB CCU project.
Deliverable 1.3: Submit draft assessment report with detailed analysis by regional hospital.
Deliverable 1.4: Organize the trainings to the assessors on the use of the tool for baseline survey.
Deliverable 1.5: Develop an implementation plan, including a procurement plan, coordinate its timely execution, and monitor the end-to-end process.
Output 2: Develop and establish the monitoring and evaluation (M&E) framework for the WB CCU project (In consultation with PME, the concerned department of the WHO Regional Office and WHO headquarters).
Deliverable 2.1: Lead the development of the list of indicators for successful monitoring of the project’s main results- strengthening of critical care services at the secondary level of healthcare.
Deliverable 2.2: Lead the collection, analysis and regular submission of monitoring and evaluation report to the PMT for assessing the delivery of results for the critical care services at the secondary level of healthcare.
Output 3: Take the lead to ensure timely submission of quality results-based donor reports.
Deliverable 3.1: Deliver the periodic donor reports as set out in the agreement, ensuring quality, completeness and accuracy of information, and application of results-based reporting principles.
Educational requirement:
Essential: Minimum first university degree in Nursing or Medicine or relevant field for lower end of range.
Desirable: Master’s in public health or any other health related field.
– Experience required:
– From 5 to 6 years of relevant experience in public health project management including M&E or public health or clinical experience on case management or in emergency health.
– Experience of working in Somalia or Fragile and Conflict Setting will be highly valued.
– Skills / Technical skills and knowledge:
- Sound technical skills and knowledge in public health project management.
- Concreteskills and knowledge in emergency response.
- Excellent communication and presentation skills withability to write in a clear and concise manner and give technical advice and guidance taking into consideration the views of multiple stakeholders and partners in resource-limited contexts.
- Provenability to promote consensus, communicate progress and results, and resolve issues in a proactive manner, while ensuring effective work practices and ethics.

The selected Consultant will be expected to provide a medical certificate of fitness for work.
- Travel TheConsultant is expected to travel to Mogadishu.
All travel arrangements will be made by WHO – WHO will not be responsible for tickets purchased by the Consultant without the express, prior authorization of WHO. While on mission under the terms of this consultancy, the Consultant will receive subsistence allowance.
Visas requirements: it is the consultant’s responsibility to fulfil visa requirements and ask for visa support letter(s) if needed.
Remuneration and budget (travel costs are excluded):
Remuneration: International rate of professional (pay band B) with total amount of USD 35,000 for the duration of 5 months to be paid upon submission of deliverables and monthly reports.
- Expected duration of contract (Maximum contract duration is 11 months per calendar year): 5 months.
