Introduction

Network Against FGM/C in Somaliland (NAFIS) is a non-political, non-governmental and humanitarian network working to eradicate FGM/C. Currently, NAFIS has a membership of 20 organizations operating in all the regions of Somaliland. As the only nationwide network of its kind, the primary purpose of NAFIS is to combat all forms of FGM/C in Somaliland through coordination and networking, policy framework, research, and documentation, capacity building for the key stakeholders, and media awareness.

In collaboration with International Solidarity Foundation (ISF), NAFIS is implementing a 3-year project, Women, civil society, and duty bearers unified to mitigate VAWG in Somaliland. The project will improve the institutional capacity of CSOs and address the needs of women, girls, and other marginalized groups in target areas. The project will promote the engagement of the CSOs with decision-makers and authorities at the national and regional levels to improve the laws and policies that protect women’s bodily integrity, and this will enhance the capacity of the decision-makers and authorities to fulfill their duties. Furthermore, the project will strengthen the national and regional coordination mechanisms to strengthen the capacity of the CSOs, WROs, and grassroots women-led organizations, especially the SHG Federation (national level) and SHG Cluster Level Associations (CLA, regional level), through their capacity in advocacy, lobbying, and human rights perspectives, to end VAWG.

The project will also support the VAWG survivors in the project target areas by linking existing VAWG service providers to existing medical and psychological assistance, whose cases will be handled via statutory (not customary) mechanisms. The project target areas are Togdheer and Sanaag region- Somaliland. Therefore, NAFIS is looking for a qualified, passionate, and professional Project Manager based in Hargeisa who frequently travels to project sites.

The position holder will be responsible for managing and overseeing the implementation of the project in collaboration with regional authorities, CSOs, WROs, SHGs women, and line Ministries.

Key Areas of Accountability:

Under the direct supervision of the Program Manager, the project manager is required to perform the following duties and responsibilities

Project Planning and Implementation:

  • Lead planning of the project activities, and develop necessary tools to support the project implementation
  • Forecast and follow up on expenditures related to the project and develop quarterly and annual plans.
  • Prepare timely purchase requests in line with the project’s needs.
  • Identify logistic and admin support needs related to the project and communicate these to the relevant log/admin support person.
  • Ensure the compliance of the activities with the organizational quality standards
  • She will design, plan, and identify training needs, facilitate the training of project beneficiaries, and ensure proper follow-up to training.

MEAL activities and project reporting

  • Contribute to the project implementation monitoring and impact assessment;
  • Contribute to both desk and field-based research according to the project research strategy;
  • Monitor the data collection process and ensure that case management is adequately reported and filed by the field staff;
  • Prepare accurate documentation of all activities undertaken in day-to-day work and report achievements and case studies from the field.
  • Ensure accurate preparation and timely submission of all the necessary programmatic and financial supporting documents.
  • Prepare and submit monthly and periodic project performance reports to inform and contribute to the Donor reports.
  • Ensure that activities are appropriately monitored and evaluated when deemed necessary and amendments in consultation with NAFIS Program Manager
  • Any other support as agreed by NAFIS

Capacity Building and Supervision of Project Staff

  • Provide close guidance and supervision to the project team based on project sites.
  • Ensure implementation of the project activities in line with the project outcomes
  • Provide regular capacity buildings/training and orientations to project staff in line with the identified gaps.

Communication, Advocacy, and organizational learning

  • Contribute to documentation of technical/project approaches, lessons learned, and success stories.
  • Establish and maintain appropriate working relationships with government, institutions, partner organizations, local NGOs, etc.
  • Attend working group and task force meetings on a local level (as required).
  • Ensure adequate and accurate reporting of data on activity Information, internal databases, and Sitreps.
  • Draft and input into weekly, monthly, quarterly, and annual reports for internal and external purposes.
  • Update the project’s detailed implementation plan as needed.

Competencies

Knowledge:

  • In-depth knowledge of FGM, SRHR, GBV, and global/local development issues, with knowledge of girls’ rights and child rights.
  • In-depth understanding of the policies and laws that shape the FGM, GBV, and SRHR interventions and standards within Somaliland.
  • Understanding of the implications of working with a rights-based approach to development and being able to analyze the situation of children’s; particularly girls’ rights.

      Skills:

  • Proficiency in Microsoft Word, Excel, PowerPoint, and Outlook.
  • Flexible work attitude and ability to work independently.
  • Strong leadership and communication skills
  • Excellent knowledge of Somali and English  is mandatory
  • Excellent relationship-building skills – networking, influencing, and stakeholder coordination skills
  • Experience in capacity building and ToT skills.
  • Holds self and team accountable for delivering results.

Skills and Qualifications

Education and Required Expertise

  • Minimum Bachelor’s degree in social sciences, Development Studies, Gender Studies, Project Management, or other relevant areas.
  • Master’s degree in Public Health, Reproductive Health, or Social Science is an asset
  • Minimum of three years of proven experience in delivering quality project management and in managing FGM/C, GBV, Child protection, and SRHR projects/programs.
  • Minimum of 3 years experience in project coordination, management, or monitoring.
  • Proven experience and ability to coordinate and collaborate with different civil society and community-based organizations.
  • Demonstrable working experience in the humanitarian programs
  • Ability to communicate effectively and authoritatively on expertise and influence others to reach common goals.
  • Demonstrated track record in donor reporting and budget management.
  • Experience in leading, coaching, mentoring, and managing the relevant project team.
  • Excellent experience in conflict resolution
  • Provide three professional references with professional emails.
