Job responsibilities and accountabilities
BBC Media Action requires an experienced Project Manager to oversee the Risk Communication for Early Action (RiCA) project – in Somalia. The Project Manager is responsible for managing and ensuring the project is delivered on time, on budget and to high quality. The position requires to work collaboratively with the country-based project team for RiCA and work closely with teams across the office to ensure smooth project operation. The role also involves building and maintaining relationships with a wide range of stakeholders, including donors, government ministries, INGOs, and civil society partners.
The position is based in Mogadishu, Somalila and will involve some travel within Somalia and Somaliland.
Context
BBC Media Action uses media and communication to reach millions of people through creative communication and trusted media, helping people have their say, understand their rights, responsibilities and each other, and take action to transform their own lives. We work across a range of thematic areas including health, governance and rights, resilience and humanitarian response and we partner with civil society, local media and governments to deliver our work. We have been working in Somalia and Somaliland since 2005 addressing a range of development issues including climate change adaptation, sexual and reproductive health, youth empowerment, education, good governance, human rights, peace building and economic security.
BBC Media Action is starting up a Risk Communication for Early Action (RiCA) project – in multiple countries, including Barbados, Somalia, Cambodia and UK / Global. We seek a Project manager for the portfolio of the project delivery in Somalia.
The aim of the project is to increase the capacity of target stakeholders to communicate about risk for Early Warning and Early Action. Target stakeholders include the key actors necessary to create inclusive, responsive, and accountable early warning systems: (1) National and sub-national governments and related departments; (2) Media and communication professionals; (3) Technical experts; (4) Local community actors / Civil society representatives.
Main Duties

donor commitments.
- Lead in the development of relevant project management tools that support the effective monitoring and implementation of project activities, including but not limited to the theory of change, logframe/results framework and workplan.
- To identify existing relevant governmental institutions/departments and support development of relevant institutional mechanisms equipped with modern technology in order to exchange early warning information and its usefulness at regional and national levels.
- To collaborate with national, regional and international level agencies in building capacity of local institutions/departments and development of early warning systems in accordance to the RICA project priorities.
- Establish and operate effective information dissemination and broadcast systems in order to reach out stakeholders active in disaster management and population likely to be affected by imminent disasters.
- Train local institutions and stakeholders to deliver their respective mandates and responsibilities effectively and effectively on matters related to the early warning early action in a phased process.
- Manage the reporting process, both internally to BBC Media Action and externally to donors, partners, and other interested parties.
- Manage project budgets with the support of relevant Finance staff and ensure the delivery of outputs is in accordance with budgets and in line with BBC Media Action’s financial procedures and the funder’s operating guidelines. Work with finance staff to ensure timely and accurate financial reporting.
- Work closely with the Research team in the design and coordination of monitoring and evaluation activities and regular review and feedback sessions, and adjust project delivery as necessary based on research and feedback findings.
- Develop, manage and maintain effective relationships with external stakeholders linked to early warning early action, including, project partners, government ministries, donors and other stakeholders.
- Represent the work of BBC Media Action Somalia and Somaliland to the highest professional standards.
- Work closely with colleagues in BBC Media Action Hargeisa office and BBC Media Action more widely to deliver the project.
- Assist in the development of specific new business development activities, in particular in helping apply lessons learned to new project proposals.
- Understand and comply with the BBC Media Action policies, e.g., the Safeguarding policy and the staff Code of Conduct, editorial guidelines and more.
- Ensure adherence to relevant BBC policies and standards. Including project management, health and safety, financial, legal, technology and other compliance requirements.
- Participate in relevant mandatory training on Safeguarding and Respect at Work.
- Support the documentation and dissemination of learnings from the project across the different existing coordination platforms and mechanisms at both national and regional levels.
- And any other task that might be reasonably assigned.
Essential Knowledge, Skills and Experience
- Expertise and experience in Early Warning Early Action systems programmes and projects.
- A minimum of 8 years of experience in project management and coordination.
JOB DESCRIPTION
- Right to live and work in Somalia with excellent spoken and written Somali and English languages.
- Strong experience managing projects/workstreams to successful outcomes, ideally in the development sector.
- Experience in managing people, problem solving, progress monitoring, managing risk and budget or resources
- Strong financial management skills, including experience of managing large budgets and knowledge of the reporting requirements of funders.
- Excellent interpersonal, negotiating and diplomatic skills, including experience working with the government, partners and donors.
- Able to manage difficult stakeholders and deliver in ambiguous, fast-changing and complex environments.
- Confident public speaker with experience of presentations to colleagues, donors and stakeholders.
- Strong project report writing and presentation skills.
- Ability to plan, resource, monitor, and evaluate outcomes of work with minimal supervision.
- Good organisational and time management skills, with the proven ability to prioritise across multiple tasks, work independently and maintain attention to detail.
- Good track record of delivering projects on time and to high standards.
- Ability to travel within Somalia/Somaliland
Desirable Knowledge, Skills and Experience
- Strong background and networking in disaster risk management/disaster risk reduction (DRR), early warning systems, and relevant sectors.
- Strong understanding of the role that media and communication can play in disaster risk management, DRR and early warning.
- Experience in working with NGO’s/INGOs/UN agencies, Donors and Government Ministries and Departments on mainly coordination and engagement areas. Ability to write and communicate complex messages and ideas clearly and effectively desirable.
Skilled in planning, convening and delivering events and training workshops
