Job Title: Project Manager

Location: Mogadishu- with frequent travel to project locations as may needed

Reporting to: Country Director

Management responsibility: Project Officer and Data Analysis Officer

Type of position: National Position

Grade and Salary: Competitive INGO Salary.

Contract terms and hours: Fixed term contract and standard working week is (37.5) hours

Purpose of the position

The primary purpose of this job is to provide oversight on the implementation and monitoring of the project. Fully responsible for the cost effective, efficient and coordination with partners during project implementation. Collaborate with partner focal points and ensure operational and administrative support to project activities. Ensure community participation and involvement in their development process as well as liaison with relevant government agencies.

Job purpose:

The job-holder will be responsible for ensuring that:
The programme is implemented in full understanding of the risks, sensitivities and legal constraints involved

  • Research methodologies are designed to be robust, effective and relevant to Somalia
  • That the program is implemented according to strict ethical standards
  • High-quality reports are produced, with clear and impactful findings
  • Research findings are disseminated and briefed to a broad range of stakeholders,
  • Close working relations maintained with respective line ministries and relevant government agencies
  • Programme finances are well managed and monitored
  • Timely and high-quality donor and internal reporting is produced, effectively capturing programme impact and contributing to institutional learning
  • Findings from the project support Saferworld’s learning agenda on themes addressed under the project.

Roles and responsibilities:

KEY AREAS OF RESPONSIBILITY

Programme Management

  • Support planning and implementation of the project
  • Develop and maintain the project’s workplan
  • Support partners in the implementation of the project.
  • Develop and articulate clear ethical standards and guidelines for assessment, and ensure that all personnel involved have internalised these before field activities commence
  • Support advocacy and dialogues with local and national actors
  • Support capacity development of partners involved in project implementation through innovative capacity building approaches
  • Arrange for regular meetings with partners to review and reflect on progress and results in order to identify, mitigate challenges and learn lessons for improved programme delivery
  • Responsible for accurate narrative reporting against agreed objectives and results indicators.

Programme Quality & Impact

  • Ensure the programme findings are methodologically robust and effectively disseminated to decision-makers and opinion shapers on peacebuilding and security issues in Somalia in an accessible and compelling format, with policy implications clearly articulated.

Budget management

  • Assume overall responsibility for financial management of the project, including approving and monitoring financial transfers, partner disbursements and reports as well as Saferworld direct expenditures.

Monitoring & Evaluation

  • Work with the MERL colleague to ensure timely and high-quality donor and internal reporting which effectively captures programme impact and contributes to institutional learning.
  • Work with the communication staff to design appropriate mobilization and sensitization messages for the target population.

Line Management

  • Oversee recruitment for any additional staff and consultants needed to support the project team
  • Provide effective line management and support to the project staff and consultants

Internal and external relationships

  • Raise awareness of Saferworld’s programme among the international community and maintain a good working relationship and communication with all members of the Somalia programme team, and headquarters colleagues.
  • Liaise with relevant Somalia government officials
  • Draft donor reports

Support for Somalia Team

  • Contribute to team-wide processes and activities, including annual planning, outcome harvesting and team building.
  • As needed, support and engage in the project’s outreach to donors, programme development, advocacy and coordination with other actors within the region.

Key working relationships 

  • Saferworld Somalia programme team – coordinating and communicating with staff in Hargeisa and field locations for effective communications and providing necessary support to project team
  • Partner organisations and communities – provide training and dedicated support and accompaniment as required, organise joint events and meetings.
  • Communications team – regular engagement on communications products, provide internal news updates,
  • External stakeholders – regularly attend relevant working group meetings, identify shared interests and common goals and work together on collective influencing (i.e. with NGO Consortium and other relevant national and sub-national NGO networks and with the international donor community). Develop good working relationships with sub-national and government departments and officials as needed.
  • External consultants – manage relationships and contracts with relevant consultants such as translators and designers
  • Internal relationship Country Director, Senior Program Advisor, MERL Coordinator, Gender Advisor, Program Support Team in London, Finance Manager, HR and Operations Manager and Security Coordinator.

Scope and accountability 

Decision making and limits of authority

The project manager is responsible for leading and motivating the programme team in collaboration with the Country Director. S/he leads on programme design and implementation and ensures continuing relevance to Saferworld’s strategic priorities.

Financial resources

Fully accountable for the project budget – ultimate responsibility lies with the Country Director.

Person specification

Knowledge

  • Graduate degree in peacebuilding, conflict resolution or other related field with a specific emphasis on conflict transformation, or equivalent professional experience
  • Familiarity with international donor aid management regulations

Experience

  • A minimum of 5 years relevant programme/project management experience in a developing context.
  • Solid experience as a team leader on peacebuilding and conflict transformation
  • Experience of working in sensitive political settings and situations affected by conflict and fragility
  • Experience managing projects and ensuring they are gender and conflict sensitive
  • Experience of managing and administering grant schemes and programmes supported by international development partners (dialogue, financial management, accounting, contracting, and procurement).
  • High level of professionalism and discretion
  • Awareness of information security protocols and their application.

Skills

  • Excellent writing skills, communication and interpersonal skills.
  • Good written and spoken English and Somali.

  • Frequently field travel to field in Kismayo, Baidoa and other locations as may be needed.
