Job Description- Project Manager
Introduction:
Nomadic Assistance for Peace and Development (NAPAD) is an Eastern African indigenous non-profit organization that works with local communities and their organizations to ensure that vulnerable and poverty-stricken people in the Horn of Africa, particularly the pastoral and agro-pastoral communities, can enjoy peace, quality living conditions and sustainable development. This is done by amongst others supporting these communities to actively participate in and influence socio-economic and political processes that benefit them. NAPAD believes that peaceful coexistence among communities is a critical prerequisite for any sustainable development.
NAPAD has been implementing WASH, Livelihood, Education and Peace building projects in Jubbaland, Galgadud, and Banadir states in Somalia over the last decade. In order to strengthen her operations and presence in Somalia, NAPAD plans to recruit a well experienced, dynamic, creative and competent project Manager to be based in Mogadishu.
Position: Project Manager
Location – Mogadishu, with frequent travel to the project areas in field
Primary Reporting: Program Manager
Secondary Reporting: Director of programs.
Work closely with: Admin/Finance Team, Fund Raising & Donor Compliance & MEAL and communication.
Contract Duration: over two years including three months’ probation period with availability of funding & satisfactory Performance)

Purpose for the Position
The Project Manager will be the key driver in the implementation of NAPAD Education and protection project in Banadir and in Stakeholder engagement in Banadir regional authority.

Key Deliverable 1: Project Management
Oversee the implementation of NAPAD Education and Protection project in Mogadishu ensuring that all the project deliverable is achieved within the project timelines.
Ensure the preparation and submission of high quality project narrative and financial report as per the project agreement
Coordinate internal and joint project monitoring and evaluation activities
Spearhead stakeholder engagement by actively participating in cluster meetings and other coordination meetings at the National and regional levels
Key Deliverable 2: Project implementation and quality assurance.
Lead the implementation of NAPAD Education and protection project in Banadir, ensuring smooth coordination between the program, finance and senior management teams.
Develop detailed project implementation plan in liaison with the program manager.
In collaboration with the MEAL manager develop a comprehensive MEAL plan for the project
In collaboration with the program Manager & the MEAL manager develop project specific reporting and MEAL tools
Led community and stakeholder engagement to initiate the project implementation
Work closely with local authorities and community leaders to facilitate timely implementation of project activities
Develop comprehensive and high quality project narrative report as per project timelines
Work with the project accountant to ensure development of comprehensive and high quality project financial report as per the project timelines
Work closely with the project officer and field officers to ensure the project activities are carried out as per the project proposal
Work closely with the project officer and Project engineer to ensure that all the proposed infrastructures in the project are constructed/installed as per the given designs or BoQs
Work closely with the project officer to prepare and conduct all trainings proposed in the project
Coordinate the preparation of activity reports for all project activities
In collaboration with the MEAL officer document project success stories
In collaboration with the MEAL manager and Fund raising manager, ensure maximum project visibility as per given guidelines
Represent NAPAD in relevant stakeholder coordination forums
Participate in project monitoring and evaluation
Ensure all deadlines are anticipated and met without delay
Carry out any other duties assigned by your manager or senior management team

Experience working volatile conflict environments and with IDPs
Job Requirements
Qualifications and Experience:
Essential:
Demonstrated experience gained in humanitarian and development programming, preferably in integrated projects in IDP settings.
Successful track record implementing large donor funded community projects
Directly relevant experience in leading stakeholder engagement especially UN led cluster system or government led coordination forums
Established leadership skills and the ability to lead, co-ordinate and work with teams, as well as to work independently and take initiative.
Practical organizational skills with the ability to manage a fluctuating workload, prioritize and reprioritize when necessary and meet tight deadlines.
Advanced computer skills (Word, Excel, PowerPoint).
Able to learn quickly.
Education Level
Master degree in Education, International/Community Development, Project Management or similar field; At least seven years related experience working program development in Non-Governmental Organizations; or equivalent combination of education and experience. A master’s Degree in project management will be a definite advantage
Language: Proficiency in spoken and written English. Good Knowledge of Somali language is necessary.
