About the Job.

The Social Environmental Agency (SEA) is a national non-profit and non-political organization established in 2017 by Somali intellectuals to address the needs of Internally Displaced Persons (IDPs), returnees, and vulnerable host communities in Somalia, particularly in Jubaland, South West State, and Bannadir Region. SEA operates its headquarters in Kismayo with sub-branch offices in Mogadishu, Baidoa, and Afmadow.

SEA’s interventions encompass various sectors including; Food Security and Livelihoods, Water Sanitation and Hygiene (WASH), Health, Protection and Gender-Based Violence (GBV) issues, enabling effective engagement with communities, governments, donors in projects implementations.

Social Environmental Agency (SEA) is currently seeking a qualified Project Officer who will base in Kismayo, with frequent travel to the field for regularly project implementation and technical support activities. 

Duties and Responsibilities

  • Participate in needs assessments, beneficiary targeting, and community consultations to inform project design and implementation.
  • Coordinate and supervise field-level implementation of activities, including selection of the beneficiaries, cash/voucher transfers, and livelihood support programs.
  • Work closely with logistics and finance teams to ensure timely procurement and delivery of project materials.
  • Strengthen community capacity to manage and sustain food security initiatives beyond project duration
  • Conduct regular field monitoring visits to assess activity implementation, progress, and quality.
  • Collect and document data, case studies, and success stories in collaboration with MEAL staff.
  • -Support baseline, midline, and endline assessments, including household surveys and focus group discussions.
  • Ensure accountability mechanisms (feedback and complaint systems) are functional and community concerns are addressed promptly.
  • Coordinate with local authorities, community leaders, SEA, Donors, and UN agencies to ensure synergy and avoid duplication.
  • Represent the organization in relevant food security and livelihood coordination meetings and working groups.
  • Foster strong collaboration with community-based organizations and private sector actors.
  • Prepare weekly, monthly, and quarterly progress reports and share updates with supervisors and partners.
  • Maintain accurate project documentation, including beneficiary lists, activity reports, and distribution records.
  • Contribute to donor reports, visibility materials, and communication products highlighting project impact.
  • Ensure compliance with NGO policies, donor regulations, and humanitarian standards.
  • Uphold principles of gender equality, protection, and safeguarding in all activities.
  • Promote inclusion of vulnerable groups such as women, youth, and persons with disabilities.
  • Perform any other related duties a signed by the supervisor

Minimum qualifications and required competencies

  • Bachelor’s Degree or Diploma in Agricultural science or related field
  • 2-3 Years’ experience for the related
  • Detailed oriented, highly organized and practices strict adherence to timelines
  • Excellency planning and reporting skills.
  • Fluency in written and spoken English and Somali Language.
  • Computer proficiency especially MS office.
