Role Purpose:

Under the direct supervision of Project Coordinator-DRSLPII Project, the Project Officer-DRSLPII Project is responsible for planning and timely implementation of DRSLP-II project activities through local implementing partners and service providers to empower target beneficiaries and the private/public sectors to improve better livestock health management. S/he will be closely working with the project team for reporting, networking and documentation of DRSLP-II project activities.

ROLE PURPOSE:

Under the direct supervision of Project Coordinator-DRSLPII Project, the Project Officer-DRSLPII Project is responsible for planning and timely implementation of DRSLP-II project activities through local implementing partners and service providers to empower target beneficiaries and the private/public sectors to improve better livestock health management. S/he will be closely working with the project team for reporting, networking and documentation of DRSLP-II project activities.

SCOPE OF ROLE:

Reports to: Project Coordinator-DRSLPII Project

Technical reporting: Deputy PM Child Poverty Reduction (CPR).

Dimensions: Save the Children works in [fr] regions in [Somalia/Somaliland] with a current staff complement of approximately [600] staff and current expenditure of approximately [US$60] million each year.

KEY AREAS OF ACCOUNTABILITY:Project Planning and Implementation:

·       Prepare project activity action plans in consultation with local implementing partners and DRSLP-II Project Coordinator.

  • Engages primarily with contractors, government, community and stakeholders in the implementation of DRSLP-II project activities in the target locations.
  • Awareness creation and sensitization sessions, beneficiary feedback, capacity building for project target communities.
  • To ensure required quality project activities are delivered in the project area in Puntland.
  • Engage with project stakeholders in designing and implementation of the project activities.

·       Ensure the right project target beneficiaries are reached through effective outreach strategy by involving key relevant stakeholders.

  • Coordinate and support training communities on sustainable livelihoods activities such as VSLA, water resources management, livestock management and support them to ensure better sustainable livelihoods practices/management practices are adopted.
  • In consultation with the Project Coordinator/relevant Program Managers, liaise with relevant government counterparts with the objective of effective implementation of the livestock related activities.
  • Establish an effective working relationship with government, non-governmental and community s/he works with. In addition, liaise with the project’s line ministries such as Ministry of Livestock, Ministry of Environment, Puntland Water Agency, Ministry of Public Works in designing, planning and successful implementation of all project-related project activities
  • Keeps herself/himself updated about recent developments in assigned technical area and related issues;
  • Facilitate trainings, workshops, experience sharing visits, etc., that are related to the needs of target beneficiaries, especially water resources, environmental restoration and livelihoods activities.
  • Makes sure that project activities are performed in line with the project work plan.
  • Perform any other duties assigned by the relevant line manager.

Reporting:

  • Produce Monthly and Quarterly Progress report on the progress of project activities and ensure their documentation within the provided deadline.
  • In collaboration with the DRSLPII Project Coordinator, and relevant field project managers, ensure timely quarterly and interim reporting for the DRSLPII program by providing the necessary information collected from the field.
  • Ensure that information for internal and donor reports is of high quality, accurate, reliable and available in a timely manner as per plan.
  • Assist the DRSLPII Project Coordinator in preparation of DRSLPII quarterly and interim donor reports.
  • Provide regular situational reports with regards to the project implementation and challenges encountered to the DRSLPII Project Coordinator and the relevant project/field managers.

Project monitoring, learning and evaluation:

  • Ensure the implementation of sufficient regular monitoring of DRSLPII program
  • Ensure appropriate field supervision is undertaken and that protocols are adhered to at all times.
  • Monitor project performance against the protocols designed for the DRSLPII program.
  • Facilitate field level activities related to project monitoring visits by donors and SCI members.
  • Properly supervise and monitor project assistants and provide relevant support that they require on a regular basis.
  • Undertake regular monitoring and supervision to project activities and report status by using SCI monitoring tools and reporting templates as per project plans and quality benchmarks.
  • Participate joint monitoring with project partners and line-ministries.
  • Working closely with the Project Coordinator, the project officer and partners in planning monitoring, reviewing, collating and disseminating programme achievement and learning.
  • Directly supervise livestock quarantine and treatment centres and ensure proper documentation of the same for reference.
  • Visit and monitor all project activities in Puntland, to asses project progress and prepare field visit reports.
  • Ensure that all DRSLP-II project activities are carried out in accordance with Save the Children’s DRSLP/CPR/FSL Quality Benchmarks.
  • Update issue tracker to capture any challenge/gaps and under-performance in according to quality benchmarks.

Documentation, Learning and Advocacy:

  • Keep an up to date database of all project activities carried out throughout the project.
  • Ensure that summary of community meetings, seminars or workshops facilitated and/or attended is well documented and shared with relevant stakeholders.
  • Together with the Project Coordinator/relevant Program Managers, compiles activity specific reports for all livestock health activities in accordance to donor and the organization guidelines.
  • Together with the DRSLPII Project Coordinator, and other relevant program managers, properly document the achievements and lessons learnt from the livestock health activities and share with relevant stakeholders.

·       Advocate for, and encourage sustainable water, livestock management and rangelands to ensure better livestock health management is practiced.

  • Ensures proper documentation of the EPS experiences and lessons in form of pictures and documentation leaflets, reports and electronic media.
  • Document best practice and lessons learnt from the implementation of the project activities and ensure that they are reported to the Project Coordinator.
  • Under the direct supervision of the Project Coordinator and in collaboration with the other programmes, undertakes advocacy activities within the advocacy strategy of SCI in Puntland.

QUALIFICATIONS AND EXPERIENCE·       Degree in Community Development, Social policy, Development Studies, Environment, and Agro-Vet from recognized University or any other related field.

·       Minimum of at least 3 years work experience in the INGO environment, including exposure to field operations in both emergency and development programs

·       Conceptual understanding and practical experience of livestock health management

·       Sound knowledge on project management, environment, Veterinary, and Agriculture.

·       Knowledge and experience of working on pastoral/Agro-pastoral livelihoods will be added advantage.

·       Cross-cultural experience, understanding and sensitivity

·       Excellent communication skills, both oral and written, including a good track record of report writing.

·       Proven ability to handle challenging work load

·       Knowledge and experience of project cycle management.

·       Interest and readiness to travel

·       Knowledge of the project area.

·       Computer literate-Microsoft Excel and Word
