 Background on ACTED

ACTED is a French humanitarian NGO, founded in 1993, which supports vulnerable populations, affected by humanitarian crises worldwide. ACTED provides continued support to vulnerable communities by ensuring the sustainability of post-crisis interventions and engaging long-term challenges facing our target populations, in order to break the poverty cycle, foster development and reduce vulnerability to disasters. Their interventions seek to cover the multiple aspects of humanitarian and development crises through a multidisciplinary approach which is both global and local, and adapted to each context.

ACTED is looking for professionally confident, self-motivated, experienced and committed team player to fill the ProjectOfficerposition in Baidoa, Somalia.

Position Profile:

Under the supervision of the Project Manager, you will be responsible for ensuring that projects’ activities are fully implemented in accordance with proposals, according to ACTED rules and regulations and donor requirements in Baidoa, Somalia. You will be attached to the implementing partner in the area and is required to smoothen the partnerships, give the necessary capacity building, guidance and supervision of partner activities. You will be the focal point on the ground for ACTED to help in coordination and collaboration with local authorities when required.

Duties and Responsibilities:

  1. Programming
    • Project Planning
  2. Prepare the work plan and time schedules for implementing the [Food Security and Livelihoods] activities;
  3. Support the identification and planning of technical skills and requirements to implement the project as per relevant standards.
  • Project Implementation Follow-up
  1. Coordinate and implement day to day [Food Security and Livelihoods] activities with stakeholders in field ensuring that technical quality and standards are considered and respected during project(s) implementation;
  2. Ensure [Food Security and Livelihoods] activities are on time, target and budget, using effective M&E systems to reach desired impacts;
  3. Assist the Project Manager to trouble-shoot any unforeseen challenges during the project implementation;
  4. Provide regular and timely updates on progress and challenges to the Project Manager and other team members;
    • Documenting and Compliance
  5. Keep record of all [Food Security and Livelihoods] activity documents, in particular beneficiary list, completion certificates, attendance sheets, etc.;
  6. Help maintaining a beneficiary master database containingall beneficiary registration and baseline information as well as the [Food Security and Livelihoods] activities from which the beneficiaries benefittedensure the data is protected from misuse in line with ACTED’s data protection policy;
  7. Ensure staff awareness of, and respect of, ACTED’s code of conduct, FLATS procedures and donor requirements.
  • Beneficiary Engagement and Accountability
  1. Adhere to ACTED’s Code of Conduct and treatall beneficiarieswith respect and withoutany distinction or discrimination based on nationality, race, ethnicity, tribe, gender, religiousbeliefs, political opinion or disability;
  2. Select the beneficiariesbenefittingfrom [Food Security and Livelihoods] activities;
  3. CommunicateACTED’s Complaints and ResponseMechanismtargetcommunities and participate in solving complaints related to the project in coordination with the AMEU.
  • Internal Coordination
  1. Participate in project coordination meetings with the whole project team.
  • External Coordination and Stakeholder Engagement
  1. Undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation;
  2. Cultivate good relations with key humanitarian actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings;
  3. Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon – rather than replicate – the work of others.
  • Partner Management
  1. Provide support to partners in project implementation and ensure timely and qualitative implementation of projects by partners in line with ACTED and donor requirements;
  2. Refer partners to relevant ACTED staff to support and/or train them in FLATS procedures where relevant;
  3. Participate in review meetings with partners, with particular attention given to the relationship aspects of partnership collaboration, and ensure that any issues or disputes are resolved in a timely manner.
  • Security
  1. Ensure that each member of the [Food Security and Livelihoods] team is aware of security issues, policies, SOPs and they follow them accordingly.

Human Resource

  1. Participate in the recruitment of [Food Security and Livelihoods] technical staff (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc.);
  2. Ensure that [Food Security and Livelihoods] staff understand and are able to perform their roles and responsibilities;
  3. Follow-up the work plans and day-to-day activities of the [Food Security and Livelihoods] staff;
  4. Manage the project staff in cooperation with the Project Manager;
  5. Ensure a positive working environment and good team dynamics among [Food Security and Livelihoods] staff;
  6. Ensure capacity building among staff in [Food Security and Livelihoods].
  7. Logistics
  8. Contribute to the development of procurement plans;
  9. Send accurate and precise order forms in a timely manner;
  10. Ensure a proper management and use of the project assets and stocks;
  11. Plan [Food Security and Livelihoods] team movements based on available fleet and applicable policies
  12. Finance
  13. Forecast monthly cash requirements for [Food Security and Livelihoods] activities and submit to the PM

 

Quality Control

  1. Assess the [Food Security and Livelihoods] activities undertaken and ensure efficient use of resources;
  2. Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of [Food Security and Livelihoods] activities;
  3. Assists with monitoring the [Food Security and Livelihoods] activities implemented by partners (if any) in the field;
  4. Document lessons learned and best practices and share them with the Project Manager so they can be reflected in project planning and decision making.
  5. Grant Management
  6. Ensure adherence to donor procedures by project staff;
  7. Support the Project Manager in the preparation of progress and final reports, ensuring the quality and accuracy of technical information for [Food Security and Livelihoods] activities
  8. Participate in communication activities through the regular collection of pictures and stories related to project activities;
  9. Participate in new proposal development processes through the provision of expert programmatic advice related to contextual knowledge.
  10. Other
  1. Offer technical support and inputs to other projects in similar Food Security and Livelihoodss (e.g. BOQ design);
  2. Any other tasks as assigned by the Line Manager.

Qualifications/Skills Required

Essential qualifications and experience:

  • Completion of university degree in civil engineering, humanities, social studies, architecture, urban planning or engineering
  • Minimum two years of experience in international and/or local NGO; ideally involved in the direct implementation of field level humanitarian assistance to refugees or IDPs.
  • Experience working in a camp setting
  • Previous work with camp management agency
  • Technical skills such as Microsoft Office.
  • Experience in community services, women empowerment, youth activities, protection, distribution or registration.
  • Experience in working with national partners, local/government authorities, and UN organizations.

Essential knowledge and skills:

  • Fluency in English and local language, both oral and written.
  • Extensive knowledge of Somalian displacement context.
  • Excellent communication skills.
  • Excellent interpersonal and team-playing skills.
  • Highly flexible, with the ability to use initiative.
  • Ability to work in a multi-cultural environment.
  • Commitment to humanitarian principles and values.
  • Understanding of gender, protection and human rights.
  • Commitment to promoting gender equality.

Preferred experience:

  • Managerial experience, including leading/supervising subordinate staff, organizing activities and report writing.
  • Experience in training and capacity-building of staff.
  • Experience in AGRICULTURAL AND FOOD SECURITY , including Introduction to AGRICULTURAL AND FOOD SECURITY
  • Preferable experience operating in a refugee/IDP camp environment.
  • Knowledge of logistics and procurement processes.
