VACANCY ANNOUNCEMENT:

Title: Project Officer

Location: Hargeisa, M/Jeh, Somaliland

Reporting to: Program Manager

Barwaaqo Voluntary Organization (BVO) is a non-political, non-governmental, non-profit making, development action-oriented and advocacy organization that was founded in 1996 by a committed gender-balanced group in Somaliland. BVO strives to perform social development work in Somaliland and has been implementing climate change, environmental protection, and livelihood programs in the country, which enable the finding of solutions to Somaliland’s environmental challenges. BVO fights hunger and promotes poverty reduction, human rights, women’s and children’s rights, and justice for all.

BVO has also been involved in women’s political participation and economic empowerment, and it provides FGM awareness campaigns as well as implements projects aimed at tackling gender-based violence (GBV) in Somaliland. BVO operates in all six regions of Somaliland.

The purpose of the position

The project officer is responsible for planning, implementing, and monitoring and reports to the program manager.

He/she will ensure efficient utilization of project resources for the intended purpose through effective planning on schedule, monitoring, and the use of appropriate, cost-effective, and innovative approaches.

Responsibilities:

  • Overall management of nutrition skills, women’s economic empowerment, and children with disabilities projects
  • Responsible for directing, controlling, and reviewing project plans.
  • Ensure that all projects are delivered on-time, within scope, and within budget.
  • Perform a risk management analysis to reduce project risks.
  • Responsible for the submission of reports to funding agencies.
  • Manage relationships between clients and stakeholders.
  • Responsible for monitoring and evaluating the different project activities.
  • Responsible for the safeguarding and proper utilization of the project equipment.
  • Develop a detailed project plan to track progress.
  • Manage changes in the project scope, schedule, and costs.
  • Create and maintain comprehensive project documentation.
  • Obey and implement organizational policies and procedures.

Qualification, experience, and skills

  • Completion of a university degree qualification in a relevant field, e.g., (nutrition, public health, social work, or other social science studies).
  • At least 2 years’ experience working on children with disabilities, women’s economic empowerment, and nutrition skills programs
  • knowledge and understanding of child protection and children with disabilities protection risks, community driven leadership, and governance in Somaliland
  • Good coordination, communication, and children’s facilitation skills are needed with communities, partners, and local authorities.
  • Ability to build the knowledge and capacity of children with disabilities and women’s economic empowerment.
  • Ability to build strong networks with children, parents, communities, partners, local civil societies, and local authorities.
  • Experience in undertaking monitoring, evaluation, accountability, and learning in project implementation.
  • Excellent interpersonal skills and the ability to work with minimal supervision.
  • good knowledge of written and spoken English and good report writing skills
  • Commitment to humanitarian principles, safeguarding principles, Martha’s and BVO principles, and the values of accountability, inclusiveness, empowerment, and valuing diversity.
  • Willingness to be based in Hargeisa.

  • Excellent communication skills—the ability to communicate effectively with people from a variety of professional and national backgrounds.
  • You must be highly motivated, enthusiastic, well-organized, and capable of working under pressure.
  • You may be required to work irregular hours in accordance with the needs of the role.
