Job Purpose:

Responsible for supporting successful implementation of Concern livelihood activities in Afgoye. The incumbent is to ensure that the specified program goals and objectives are accomplished in accordance with established priorities, strategies, timelines and budgets, and that all reports and information required are produced on time, to a high standard. The incumbent will be responsible to lead on key livelihoods activities, especially the training, mentoring, and monitoring of women’s Self Help savings Groups (SHGs) & Cluster Level Associations (CLAs), green graduation, sustainable food production, and support to identified viable value chains (e.g. Vegetables). The role will further support programme participants in seasonally appropriate food production, cash for work, Natural Resources Management (NRM), agriculture and kitchen gardens in close collaboration with the partner’s (SHACDO) livelihoods officer and agronomist.

Main duties &

Responsibilities:

Program implementation and coordination

·         Develop annual, quarterly and monthly work plans for the assigned components and keep the Field coordinator updated of any changes updates, progress and challenges.

·         Ensure that program activities are commenced in a timely manner and implemented to a high standard, in compliance with Concern standards, policies and donor guidelines.

·         Ensure that livelihoods activities have a focus on inclusion and target the most vulnerable populations as outlined in the project proposal

·         Work in close collaboration with program field staffs to implement BREACH project activities as outlined in the proposal.

·         Provide technical guidance/leadership to ensure that women’s Self Help savings Group (SHG) activities and any associated income generation interventions with linkages with existing financial institutions are implemented effectively, professionally, and in accordance with the culture and practices of the local populations

·         Support and identify options to improve the quality/growth of individual SHGs to further progress into cluster level associations (CLAs) – a clustering of savings groups to give them greater leverage with financial institutions and increase their potential.

·         Support identification of viable business opportunities, planning, entrepreneurship and life skills coaching and startup grants to sustainably promote household income diversification and livelihood opportunities

·         Lead the preparation and timely submission of quality monthly, quarterly, and final reports for key livelihood and related deliverables in Afgoye.

·         Seek out opportunities for integration with other sectors within Concern for better complementarity thus desirable impacts.

·         Organize meetings with the community committees/elders and local authorities of the target areas in selecting/identifying the program target beneficiaries, also lead the gatherings by using facilitation and participatory process, and then prepare minutes/actions from the meetings and follow-ups.

·         Liaise with local authority/line ministry representatives as necessary for better relation and collaboration for timely implementation, monitoring and lesson learning.

·         Act as technical focal point for all activities and outputs on livelihood, attend monthly and ad hoc meetings, and contribute and represent Concern at all related events and meetings.

·         Support programme participants in seasonally appropriate food production, cash for work, NRM, agriculture and kitchen gardens in close collaboration with the partner’s (SHACDO) livelihoods officer and agronomist.

Monitoring

·         Collaborate with the M&E officer to ensure appropriate monitoring of the performance of various livelihood interventions in a timely manner

·         Document lessons learned and human success stories/case studies, suggest and support initiatives to improve quality of the project.

·         Carry out or participate in rigorous monitoring of field activities against the project activity plan and provide written briefs on all field visits carried out.

·         Ensure that all crosscutting issues are mainstreamed into program activities; equality, gender, DRR and environment, etc.

·         Ensure active community participation in project activities and continuous flow (two-way) of information between the Concern and target communities/beneficiaries.

·         Actively seek and give feedback on program quality issues and any complaints from beneficiaries to the field coordinator after field visits.

·         Ensure that programme participants are aware of and understand Concern’s Code of Conduct and related policies and disseminate information on Concern’s complaints response mechanism on a regular basis.

General

·         Participate in emergency interventions as requested by management.

·         Carry out any other duties reasonably assigned by line manager.

Skills and Qualifications

·         Bachelor degree in social science, development studies or related discipline relevant to the job description.

·         Minimum experience of 2 years in similar positions in urban/off-farm livelihoods and small-scale agriculture or humanitarian response project implementation.

·         Experience working with savings groups and on financial inclusion

·         Understanding of graduation programming

·         Good knowledge of and skills in using participatory methodology and approaches.

·         Excellent written and spoken English, fluent in Somali.

·         Strong interpersonal skills, and enthusiasm about improving the lives of the most poor and vulnerable people, especially newly arrived IDPs and host communities in Afgoi.

·         An understanding of issues related to integration of IDPs and host communities

·         Strong computer skills at least on Word, Excel, Outlook, PowerPoint and internet

Accountability

·         actively promote meaningful community participation and consultation at all stages of the project cycle (planning, implementation, M&E);

·         work with relevant colleagues  to ensure that the Complaints and Response Mechanism (CRM) is functional and accessible, that feedback and complaints are welcomed and addressed;

·         Work with relevant colleagues to ensure that information about CRM, safeguarding and expected staff behavior is disseminated among programme participants and communities.
