Purpose of the Position
Diakonie Katastrophenhilfe (DKH) is a branch of the German “Protestant Agency for Diakonia and Development” (EWDE) and a member of the ACT Alliance and an active member in the ACT Somalia Forum, and a signatory of the Charter for Change. The global approach of DKH is to operate in crisis affected countries through the partnership with local humanitarian organizations and members of the civil society to deliver humanitarian assistance to people in need. Thus, DKH projects are usually implemented by local partner NGOs and monitored by DKH staff and management advice are offered to the partners.
The position of the PO-Galmudug is based in Galkacyo and is responsible for the field monitoring of all DKH funded projects that are implemented by local partners in Galmudug State, Somalia. The position reports to the HoM as the disciplinary supervisor and coordinates technically with the Programmes Manager based in Mogadishu. The HoM together with the Programme Manager are responsible for the employee’s annual performance appraisal. The incumbent cooperates with counterparts in partnering humanitarian organisations, especially within the ACT Alliance Somalia Forum (ASF), within consortia with INGOs and LNGOs, and in sector-based humanitarian clusters.
Depending on project areas, the position involves regular travel to accessible areas within Galmudug State.
The incumbent reports weekly to the Programme Manager about the work done by project and time.
3 Core Functions
3.1 Specific Tasks
The position of the Programme Officer contributes with the following functions to the overall performance of the DKH Somalia (DKH-SOM) programme:
Perform regularly monitoring of ongoing projects according to MEAL, M&E or work plans of projects and document findings about progress, achievements, and risks in monitoring reports to be submitted to the Programme Manager, or, if applicable, upload findings to a DKH-internal digital monitoring system. Agree on a workplan for this task with the Programme Manager
Monitor the partners´ application of protection policies
Follow up on partners for timely submission of monthly, quarterly and donor narrative reports against targets and indicators
Participate in reviews of the projects quarterly and final reports from the respective project areas to ensure the correctness of the report contents
Participate in periodical workshops with partners to review lessons learned
Attend relevant local humanitarian sector cluster meetings and actively participate in humanitarian inter-agencies’ assessments, analysis and reviews led by humanitarian clusters
Prepare monthly technical reports of project achievements to the humanitarian clusters using the clusters´ templates and submit timely to the Programme Manager
Participate and/or assist in programme planning events with local partners including but not limited to needs assessments, logframe (target analysis, indicators, MEAL plan, definition of activities, workplan, identification of risks), budgeting, procurement plans, cash flow plans, evaluations, etc.
Participate in other programme planning sessions like annual reviews of humanitarian needs and Humanitarian Response plan (HRP), including active writing
Participate in the development of ToRs for evaluations and other assessments
Monitor the humanitarian situation in the project area, She/He should stay updated on the humanitarian situation of the areas of intervention
Facilitate visits by project auditors, evaluators, and visits of national and international DKH staff
Any other assignment by instruction of the HoM
3.2 Travel and security
Regular travel to the project regions in Galmudug state, Somalia
Occasional travel to other project areas if instructed
Occasional travel, including trips to Kenya, to workshops and meetings
4 Qualification and skills
Bachelor’s degree in social sciences or comparable qualification
At least 2 years work experience in M&E or MEAL with an INGO
Good conceptional knowledge of PCM, MEAL and project management
Good conceptional knowledge of Cash and Voucher Assistance (CVA), particularly cash for work/cash for assets (CfW/CfA)
Multi-sectoral knowledge of at least three sectors out of Education in Emergencies (EiE), FS & Livelihoods, WASH, CCCM and Protection, Shelter and NFI sectors are required. Given the profile of the projects in the area, EiE should be one of them
Sector knowledge in technical education and vocational training (TEVT) is a strong advantage
Excellent knowledge of spoken and written business English is mandatory
Knowledge in budget management is required
Computer user skills (MS Windows, MS Office, especially MS Word, MS Excel, Outlook, able to learn other applications) are mandatory
Problem solving and organizational capabilities are of advantage
Flexibility and ability to run multiple tasks under pressure are of advantage
Good inter-personal skills, team spirit, commitment, and motivation are highly welcome
Being holder of a Somali passport
The incumbent is expected to reside at the duty station in Galkacyo.
