DRC has been operating in Somalia since 1998 using the protection of human rights framework. Somalia is experiencing a devastating humanitarian crisis, with nearly 80% of the population in need of some form of humanitarian assistance. DRC in Somalia is scaling up the operation in emergency response through an integrated approach accessing hard to reach populations.
Overall Purpose of the Role:
The sub-national coordination structures of the Protection Cluster have been set up at the state level, with regular meetings and operational coordination conducted by Protection Cluster focal points. Thus, DRC and the Protection Cluster are seeking to strengthen the IM capacity at the sub-national level, ensuring that tools such as local service mappings, referral pathways, case trackers, and emergency protection assessments are utilized effectively. This aims to enhance inter-cluster collaboration and will also contribute to improved response reporting and monitoring. The selected candidates will be seconded to the Protection Cluster but will also be working in close collaboration with DRC Protection Unit and UNHCR.
Danish Refugee Council, currently looking for a highly qualified national Protection Information Management Specialist to be based in Dollow.
Responsibilities
- Develop, implement, and maintain protection information management systems, tools, and approaches using the system-emphasized and collaborative framework.
- Collect, process, analyze, store, share, and use data and information to enable evidence-informed action for quality protection outcomes, triggers for needs assessments, and links to the humanitarian programme cycle.
- Explore innovative means for capturing and using data, storing information and documentation, and managing information
- Support in developing data collection strategies using data collection and visualization tools.
- In collaboration with the National Protection Cluster and UNHCR, support the design manage respective data/information collection plans and systems for the Protection Monitoring System
- Support operational leads, including the Cluster Coordinator and Sub-National Cluster Coordinators, in making methodological decisions about how to conduct data collection, analysis, and publishing of protection data.
- Provide training to partners on information and data management, monitoring tools, and protocols
- Produce and update information products such as reports, charts, info-graphics, and other visual materials to support and improve the protection response
- Perform other related duties as required by DRC

Qualifications and Experience
- At least 3 years of experience with an NGO or UN agency, at least 1 year of which should be in an operational setting in South Central Somalia .
- Solid understanding and experience in understanding information needs and designing/implementing IM systems accordingly (PIM process)
- University degree in social sciences, information technology, demography, statistics, or any related area.
- Specialized training in information management systems
- Experience in developing, managing information, and using databases in humanitarian settings.
- Experience compiling information for external dissemination
- Good understanding of monitoring and evaluation processes, including conducting assessments and surveys.
- Good experience in research and data/information management, information security as well as quality assurance techniques.
- Strong understanding of humanitarian, displacement, and protection issues.
- Strong knowledge of Excel and preferably MS Access or other databases, SharePoint Online, and other modern tools.
- Strong knowledge of data collection, analysis, and visualization tools and techniques, such as Kobo, Power-BI, PivotTables/charts, and google forms, among others.
- Understanding of GIS and cartographic outputs, and the ability to collect and organize data to support the production of maps and infographics.
- Understanding Humanitarian Mapping.
- Demonstrated skills in PC troubleshooting, software, and hardware support, networking, data backup, creating data entry forms, and generating database reports.
- Previous experience working with protection-related databases is a plus.
- Ideally, specific experience designing or implementing protection monitoring systems, or any other kind of PIM category
Conditions
Contract: 12 months with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC’s Terms of Employment for National Staff; Employment band Non-Management G2.
Availability: 1st February 2024
Duty station: This position is based in Dollow.
