Overall Purpose: Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care, the Protection Officer has a vital role to play in improving the overall psychosocial well-being, awareness on child protection and support for Gender Based Violence (GBV) survivors of the targeted vulnerable communities through provision of Psychosocial Support (PSS) including Whats Up groups for ladies and teenagers and first Aid support activities for GBV survivors
Project Overview:
Medair has been implementing integrated health, nutrition and WASH projects in Somalia since 2008, The current Mental Health and Psychosocial activities including mental health care using Mental Health Gap Action Programme-(mhGAP-HIG) and Supportive Communication Skills/Psychological First Aid (SCS/PFA) related activities in urban and rural Somalia. The interventions are undertaken both at PHC supported facilities by mhGAP-HIG trained staff and at the community level by Care Group (CG) volunteers.
Main Responsibilities.
- Organize and implement protection activities in assigned locations, this includes planning, implementing, monitoring and document all protection activities jointly with the support team
- Support implementation of Child protection, GBV, protection mainstreaming and other general protection related activities.
- Day to day protection activities implementation in the field including community and health facility awareness raising and conducting training
- Supervise and follow up on activities implemented at the child-friendly spaces at the nutrition centers
- Facilitate child protection discussions/dialogue for caregivers at the CFS facilities and provide support for children with developmental challenges
- Support appropriate and contextualized response to GBV survivors with comprehensive services/assistance including pre-referral counseling and medical first aid at the two primary health facilities in Karan, and referral to specialized protection facilities for clinical management.
- Conduct awareness sessions on Mental Health, GBV and Child Protection topics/messages for health staff and provide comprehensive reports (participants attendant, age, gender)
- Provide support for Protection facilitator for Whats Up groups for women and teenagers sessions and offer psychosocial support on issues they encounter including harassment and abuse
- Integrate basic psychosocial support (PSS) messages into the community services offered by Care Group volunteers to strengthen stress management skills in Care Group villages
- Develop Referral pathways to encourage the Care Group and integrated community Case management volunteers to refer beneficiaries from community to Health facility and CFS.
- Review and do follow up information received and respond to issues that may need further Action.
- Produce monthly, weekly reports/updates and share with MHPSS manager.
- Conduct any other duties as assigned by line manager.
Staff Management:
- Assess training needs for Health Facility Supervisors and CFS assistants and ensure that appropriate trainings are conducted to ensure quality health care delivery.
- Facilitate regular project staff meetings and ensure they are informed on project objectives and work plans and are provided opportunity for feedback.
- Provide coaching and technical supervision for partner CFS staff in order to develop ownership and full responsibility of child friendly activities.
- Participate in recruitment process, staff appraisals and development planning
Communication and Coordination
- Represent Medair as needed at relevant local level coordination meetings involving local authorities, and other NGOs and Protection Cluster and provide feedback.
- Coordinate with Community Health Manager (CHM) and carry out trainings for Care Group Community volunteers on Social Communication Skills and Psychosocial First Aid (SCS/PFA(
- Coordinate and liaise with relevant team members to ensure all objectives related to Protection are met.
- Develop and maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of project related activities and requirements.
- Develop and maintain positive relationships with stakeholders, local authorities, other NGOs and representing Medair and ensuring good co-operation and partnerships.
- Understands and respects the communication channels of Medair, that they are not allowed to address media houses without direct permission from the country director.
- Ensure coordination with the ERT, NUT and WASH project managers and supervisors to ensure multisectoral integration.
- Ensure coordination with the Community Health team to ensure linkage between health facility and Community Health for cases requiring referral and follow up.
- Coordinate and engage community leaders on protection services provision
- Coordinate and Collaborate with appropriate Protection agencies for safe and confidential referral pathways
- Facilitate appropriate community involvement in the design and delivery of protection health services
Quality Management
- Ensure compliance with the IASC guidelines for MHPSS in humanitarian settings as well as with Medair’s global Strategic Approach for MHPSS
- Ensure compliance with IASC policy on Protection in Humanitarian Settings and IASC guidelines for case management and child protection.
- Promote and use the Medair operating procedures, ensuring that all standardized formats are used, and guidelines are followed.
- Promote the use of Medair templates, procedures and guidelines.
- Ensure relevant protocols and guidelines are available in all the departments at the supported facilities.
- Ensure quality data in generated for the activities and verified before it is shared internally.
- Ensure projects implementation meets acceptable standards; IASC, WHO and SPHERE

Work experience
Essential
- Diploma or Degree in Health social work or mental health qualification
- At least 2 years of post-qualification work experience
- At least two years’ experience in protection programming in humanitarian setting in PSS or similar roles in NGO. Proven record of providing trainings and workshops on protection needs and concerns
Desirable
- social work or mental health qualification up to Bachelors level
- Trained counsellor
- University degree in humanitarian law, development studies, gender studies, international development, or other relevant field from a recognized institution
- Experience implementing protection & GBV programmes
Languages
