Background:

The DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.

Overall Purpose of the role:

Overall purpose of the role: The protection Team Leader will be responsible for the day to day implementation of protection programing and over sight of all Protection interventions in Galkacyo. Ensuring that protection is mainstreamed across the area program sectors including non- protection sectors is also key aspects for this position. This is a ‘hands-on’ position ,and  the successful candidate will be expected to participate in direct implementation of activities.

Responsibilities: 

IMPLEMENTATION AND COORDINATION

    Lead on the development, design and implementation of protection activities in Puntland -Galkacyo  in line DRC Protection Strategy and in consultation with the Protection Manager (activities include and not limited to GBV Prevention and response, Child Protection, Mixed Migration, Protection Monitoring, Housing Land and Property issues, Durable Solutions- including Return and Reintegration)
    Ensure protection mainstreaming during all stages of planning, implementation and monitoring of integrated programs in the Regions.
    Ensure proper mobilization of local authorities and community to support the Way Station operations and the reintegration and coexistence projects targeting refugee returnees.
    Coordinate information sharing with partners and provide updates to BHA,ECHO & SIDA as may be required from time to time on DRC protection activities.
    Work closely with local authorities, community structures and other agencies to facilitate activities that lead to PoCs attaining their sustainable durable solutions. Ensure sustainable reintegration of returnees to their areas of origin.
    Conduct assessments to identify Protection needs and gaps as well as risks, including those related to gender and age, child protection, GBV, mixed migration and other protection issues
    Develop concrete initiatives and coordinate with the Program team to address the gaps, reduce risks and build community capacities.
    Represent DRC in external Protection forums and enhance networking and collaboration with local partners (government and humanitarian actors) through participation in inter-agency protection working group meetings in the relevant locations. Ensure that DRC work is properly articulated at all relevant meetings.
    Participate in inter-agency assessments on humanitarian needs within DRC areas of operation.
    Support protection advocacy directly or through other actors, authorities, and coordination mechanisms

MANAGEMENT

    Line manage Protection staff and other relevant staffs, ensuring that there is adequate performance management against agreed performance objectives and that appropriate feedback to staff regarding their performance is provided.
    Support National Protection Information Management Officer in the roll out of the Protection Monitoring System through participation in consultation, capacity building of protection monitors, data cleaning, join analysis at area level
    Perform regular monitoring of protection activities/projects in line with project detailed implementation plans.
    Undertake Protection monitoring activities; Conduct interviews and missions to the field. Monitor, analyze and provide reports on the protection conditions for IDPs/returnees/refugees/migrants and other persons of concern to DRC.
    Produce detailed weekly, monthly and quarterly implementation plan, procurement plan and activity budget breakdown to facilitate activity implementation
    Compile and submit weekly, monthly and quarterly Protection activity progress reports to the Program Manager
    Participate in monthly budget follow up review meetings and provide adequate feedback on your budget monitoring.
    Plan and monitor Protection Projects budget expenditure and ensure that the budget is strictly adhered to and that all supporting documentation for expenses are properly submitted according to DRC’s Administrative and Financial guidelines.
    Support the Area Manager and Program Manager on all administrative tasks related to protection projects e.g. staff recruitment, financial management, security and logistics.
    In collaboration with Monitoring and evaluation officers, conduct continuous monitoring of both projects, including field visits to areas of return in Gedo, sharing timely information on the projects’ outcomes and challenges.
    In consultation with the Program Manager, develop mitigation measures on circumstances with a likelihood of impacting negatively on projects operations
    Provide input and support to proposal development for projects’ continuity.
    Contribute to the country protection updates by sharing relevant information with the protection information management officer
    Fill and submit on timely basis protection working group 4W matrix\
     Perform other duties as may be required by the supervisor and/or the Protection Manager

Education, Experience and technical competencies is Essential:

    Degree in one or combination of the following fields: Program Management, Economics, Sociology, International Relations, Legal Studies and Human Rights.
    At least 6 years’ experience working in the Protection sector in Somali with and for IDP, asylum seekers, returnees, and refugees
    Technical skills in the areas of protection and advocacy, including knowledge of the legal environment in Somalia
    Experience working with Non-Governmental organizations, UN agencies and local communities especially displacement contexts.
    Demonstrated experience in Program cycle management (PCM).
    Field experience in the direct implementation of protection projects in Somalia,
    Good knowledge of project supports the Return and reintegration of refugees or IDPs.
    Experience in capacity building of National staff and communities.
    Ability to work with a high level of autonomy
    Excellent report and proposal writing skills
    Good organizational and people-centered management skills
    Ability to represent the organization in key meetings at the field level and with local authorities.
    Ability to develop budgets and monitor expenditure accordingly
    Experience in report writing and knowledge of monitoring and evaluation
    Experience in staff supervision/coaching and development
    Experience developing and implementing trainings
    Excellent written and spoken Somali and English
    Willing to undertake regular field trips and implement activities
    An understanding of Humanitarian Accountability Partnership principles

Languages:

•Fluency in written and spoken Somali & English.

Conditions

Availability:    March 2024

Duty station:   GALKACYO 

Reporting to:  CCCM Team Leader

Duration:       12 Months with possibility of extension based on performance and funding

Contract:      This position is graded as Band G-Non-Management for qualified national staff and the terms of employment will be in accordance with DRC terms for national staff.
