II. Background Information

The USAID/Somalia Bar ama Baro (BAB) Program works to increase access to quality education for a targeted number of out-of-school children and youth (ages 8-15) in specific regions of Somalia. The program will work to increase student enrollment in alternative education program sites, improve their safety, monitor acquisition of literacy, numeracy, and socio-emotional skills among the learners who enroll in them, and enhance the Federal Government of Somalia’s capacity to regulate them.

III. Position Summary

The Quality Assurance officer will be embedded in the MOECHE/FMS Ministries of Education in  Baidoa from where he/she will assist the Ministry in the design, delivery, monitoring and evaluation of provision of quality education to achieve the overall project objectives.

  • The post holder will act as liaison between the Federal MOECHE, Southwest and Jubbaland Ministries of Education and Creative Associates. The QA Officer will Liaising with overseeing and manage quality assurance and enhancement activities throughout the schools.

The QA Officer will work under the supervision of the Quality Assurance Director and will share quarterly reports to the QA Director and other relevant departments.

IV. Scope of Work

The QA Officers will assist other project support staff embedded at the MOECHE and FMS MOES in overseeing and manage quality assurance and enhancement activities throughout the schools as well as provide support general guidance of data verification between MOECHE/FMS and BAB team.

V. Key responsibilities
  • To oversee and manage quality assurance and enhancement activities throughout the schools.
  • To gather objective information about what is happening in schools to help the MOECHE to decide what policy, training and resources are needed.
  • To advise schools and teachers about what and how to improve and check that they are implementing in order to ensure that appropriate guidance and counseling services are provided to learners in need and that teachers are capacitated with guidance and counseling skills.
  • To investigate the quality and standards of teaching and learning, how well the education institutions are being managed and the levels of attainment and overall achievements of the students.
  • To ensure that an internal assessment system for the school is in place and effectively coordinated at the end of each school term and year.
  • To play an active role in ensuring that quality assurance and enhancement issues are appropriately considered throughout the school and addressed
  • To lead and manage the production of relevant quality assurance reports and other quality assurance documents.
  • To produce and provide reports and other forms of assurance and share with the Ministry at both federal and state level.
  • To assess, monitor and interpret analytical information relating to the work of the school performance
  • Participate in trainings, workshops, supervision and implementation support missions conducted by the FGS MOECHE, FMS MOEs, BAB Team (if needed)
  • Perform any other duties as required by the MOECHE/FMS
VI. Key Qualifications
  • Bachelor’s in Education or any other related field.
  • At least 4 years work experience in supervision, school management, teaching and so on
  • Minimum 2 years’ experience in school supervision, management and coordination
  • Proficiency in using Microsoft office, word, excel and PowerPoint
  • Experience in capacity building of local staff and partners on QA.
  • Experience in setting up electronic data collection systems and operating remote data collection systems (including remote quality assurance).
  • Effective verbal and written communication, multi-tasking, organizational, and prioritization skills.
  • Demonstrable attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
  • Excellent interpersonal and cross-cultural communications skills.
  • Ability to work independently and as a virtual team member.
