Position Summary:

The FS Project Coordinator is overall responsible for the implementation of an integrated BMZ Project which focuses on the strengthening the social-economic pillars of the targeted families through holistic and multi-layered program interventions in Baidoa, south west-state of Somalia.

The project coordinator will lead multi-disciplinary program team based in Baidoa and will close work with different management team based in project sites as well as national office in Mogadishu.  The core function of the FS Project Coordinator is to leads planning, implementation, monitoring and evaluation of the project in the Baidoa in line with the “Vision, Mission, Values”, the brand and approved strategies, policies, guidelines of the organization and national legislation. The Project coordinator is responsible for the coordinating different program interventions including identification and support to project beneficiaries, formation of the CBO and community groups, identification of potential and localized project partners at community levels as well as engaging with relevant line ministries in south-west state of Somalia.

The FS Project coordinator will closely be working with National FS Coordinator and the office of Program Director in Mogadishu. The FS Project Coordinator is a member of the SOS Children’s Village Programme Management Team, he/she participates in the annual planning of the organization.

Key Roles and Responsibilities

Programme Development

  • Lead the implementation of the BMZ Family Strengthening Programme in line with the SOS Children’s Villages Programme Policy and related international and national SOS policies, strategies, quality standards, and guidelines.
  • Develop project work-plans and ensure adherence to its implementation through the project life span.
  • Ensure to implement the project in line with programme management cycle in Family Strengthening Programme to ensure that interventions are relevant to the local context, respond to the needs of the target group and contribute to the development of sustainable social support systems.
  • Coordinates and supervises the overall process of case management applied in the Family Strengthening Programme, including the establishment of the multidisciplinary team, case discussions, caseload regulations etc.
  • Support the implementation of gender and child safeguarding audits of the project including provision of key required information.
  • Prepare and draft all key project reports in good quality and in timely manner by meeting internal and external deadlines.
  • Facilitate the formation and development of Community based child protection groups in the targeted communities and support the structure through the capacity building and mentoring support.
  • Provide technical support in capacity-building of programme implementation partners (community-based organizations or structures, self-help groups, local NGOs or local authorities) to ensure the long-term sustainability of service delivery and on-going development of the programme unit in the future.
  • Ensures quality management within the Family Strengthening Programme and implements the recommendation from national and international quality audits and/or evaluations.
  • Ensures that a proper monitoring and evaluation system is put in place and applied within the family strengthening programme
  • Implements the programme database in Family Strengthening Programme, monitors the quality of data entry, uses database reports for planning, monitoring and evaluation, supports users with content questions, collects regularly information about new content updates and suggestions from family strengthening programme staff and reports them to PD unit.
  • Coordinates the involvement of volunteers in the Family Strengthening programme and ensures effective human resource systems are implemented for them, including job descriptions, regular review sessions/ trainings, in line with defined practices of the member association.
  • Provides regular professional guidance, supervision and support to the FS team in accordance with approved strategies, policies, guidelines of the organization and national legislation.
  • Monitors budget expenditures in the programme unit, in order to ensure that funds are properly used and in line with the annual plan and budget.
  • Supports Program team in partnership and network building, which provide the families with a package of complementary services.
  • Coordinates service delivery from different providers on programme unit level to ensure continuity and comprehensiveness of interventions for the families.
  • Upon the request of AR/PD, represent the organization at relevant local networks, forums, platforms, campaigns, working groups and advocates on behalf of the organization for the promotion of child rights, especially related to children from the target group.
  • Prepares programme unit information as required for public relations and fund development purposes.
  • Documents and shares good practices and lessons learned within the programme unit to support organizational learning.
  • Shall take any additional responsibilities as requested by his or her supervisor.

Monitoring and Evaluation

  • Oversee the project database system and ensure its periodically update by the social workers.
  • Responsible for the development of Project Monitoring and evaluation plan (MEAL Plan) and implementation of the plan
  • Lead internal multi-sectorial and sector-based needs assessment of the project areas and as directed by the Area Manager.
  • Work closely with the MEAL Department in ensuring the project progress is measured and updated regularly.
  • Lead an interim project evaluations and progress checks through the out the project period.
  • Facilitate with the help of the head of MEAL team the final project evaluation and sharing the outcome with relevant audience.
  • Support the drafting success stories for the project and share it widely for the MEAL team for fine-tuning.

Child Safeguarding (CS)

  • Responsible to raise awareness of the SOS Child Protection Policy principles and to prevent and protect children and young people from all forms of abuse, abandonment, exploitation, violence and discrimination
  • Ensures strong focus on CS prevention by organising informal and formal discussions, workshops and other capacity buildings activities for children and young people to make them understand the CS risks and protection mechanisms
  • Responsible to report any CS suspicion, concern, allegation or incident immediately, following Child Safeguarding reporting procedures. CS reports should be made to the CS team at project level and/or to the respective line manager

Skills and Qualifications

  • Minimum relevant Master degree on Agricultural Development, Social Science, program management and 5 years working experience. In lieu of Master degree program, Bachelor degree with over 7 years working experience on agricultural and Community Development is acceptable.
  • Previous experience of family strengthening programs, social-economic development program, economic empowerment and community-based development initiative are mandatory requirement for this role.
  • Training, mentoring and supervision of program staff experience required for this role.
  • Strong organizational, supervisory skills and human centered skill-set is requirement for this role.
  • Strong interpersonal skills and the ability to work within different cultural environments
  • Ability to work in difficult environment under very basic living conditions (refugee camp setting)
  • Ability to work within a team structure or in isolation, flexible, and can cope with stressful workloads and working with limited resources
  • A good command of verbal and written English with establishing strong and effective working relationships with colleagues from different backgrounds, cultures and experience
  • Able to establish and maintain healthy working relationships with colleagues in course of work
  • Local knowledge in terms of its culture, economic and social trends is compulsory
  • Ability in Compiling and producing good quality monthly, quarterly and yearly project progress report
