Job Description

Open to Somali Nationals only 

Location: Based in Somalia, with frequent travel between project sites and Nairobi

Job Holder Reports To: Programme Support Manager, and to DCD in absence of PSM

Overall Purpose: Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care the IM & ICT Officer supports many of the M&E and IT activities of the programme.

On a day-to-day basis the IM & ICT Officer carries out a variety of functions required to ensure the data collection and processing needs of the programme are met and that the data can be analysed and used by the management team to inform programmatic decision-making and improvements. All activities are carried out in line with Medair policies and procedures and according to any applicable donor, GSO or field guidelines.

The IM & ICT Officer also provides IT support to the Somalia Offices and links to the global ITS helpdesk to help support field teams in solving IT problems as needed.

Project Overview: Implementation of Health, Nutrition and WASH programmes in Mogadishu, and several other regions within South and Central Somalia. Community health and WASH projects including Care Group Model and ICCM, and rehabilitation of health facilities. Potential projects may include emergency responses and/or expansion of initial programmes into areas with critical needs.

Major Duties and Responsibilities

ICT Management

  • Provide ICT hardware and software support to all project locations (i.e. to main, support and field bases) by:
  • Establishing and managing network(s), where applicable
  • Installing new software
  • Repairing PCs and laptops as required
  • Maintaining printers and other peripherals in good working order
  • Troubleshooting problems with hardware and software, finding quick and cost-effective solutions
  • Ensure all PCs and laptops are correctly and appropriately configured
  • Maintenance and use of communication equipment in all project locations, ensuring essential equipment is kept in good repair at all times.
  • Liaise, as appropriate, with service providers of communication equipment and other Medair departments (such as Logistics and Finance) to ensure value for money and continuity of service at all times
  • Ensure the relevant staff are appropriately trained in the maintenance and use of essential operating (laptops & desktops) and communication equipment, particularly those working in remote field locations.
  • Information Management
  • Help implement and contribute to the Country Information Management Strategy
  • Ensure the Somalia team meets Medair’s standards for operational, geographical and population data.
  • Training of project staff in the use of all IM tools.
  • Support in implementing IM tools in collaboration with the Global IM team.

Data Analysis, Visualization, and M&E Reporting

  • Maintain Medair Somalia’s IM tools (using Qlik, DHIS2, ArcGIS, ODK and other relevant software) which are used for electronic data collection forms, databases, and interactive dashboards (with support from Medair’s IM Shared Service Centre as required)
  • Produce automated reports for the Medair Somalia team
  • Support the IM Shared Service Centre in customising IMPact tools and indicator tracking dashboards for Somalia, in collaboration with sector advisors and project managers
  • Provide necessary documentation around all Medair Somalia’s IM tools and procedures to ensure knowledge retention
  • Pro-actively analyse data and advise users on the use and management of the data

Data Protection and Automated Reporting

  • Work with all stakeholders to ensure the accuracy and reliability of the data and reports
  • Implement beneficiary data protection protocols and tools for the Somalia programme, in collaboration with the global IM team

Communication

  • Maintain a transparent, honest and supportive communication structure with colleagues to ensure they are kept informed of applicable logistical activities and requirements
  • Provide training, advice, mentoring and coaching as required to all relevant staff on IM and ICT procedures, internal controls and the Medair’s IM and ICT policies
  • Develop and maintain positive relationships with the Medair global IM team and Medair global Helpdesk, consulting them for technical support as needed

Staff Management

  • Work with nationally recruited staff with an emphasis on developing individual and team capacity to handle a variety of IM & ICT tasks as efficiently and effectively as possible – in particular the M&E staff and the Logistics team.
  • On occasions work with casual labour e.g. data entry staff) to achieve specific, time-bound tasks

Quality Management

  • Promote and use the standard Medair IM tools (as they are developed by the global IM team), the Medair e-library/ Box and other operating procedures, ensuring that all standardised formats are used and guidelines are followed
  • Be aware of the potential for loss or fraud in Medair’s activities and procedures. Pro-actively work to prevent such occurrences by working with relevant line managers to improve transparency and to ensure the best use of Medair assets and resources

Delegated Responsibilities

  • Compliance of IM and ICT activities with Medair, donor, national and international requirements
  • Filing and archiving of all IM and ICT documents in accordance with Medair and donor guidelines

Qualification / Experience

Vocational qualification

Bachelor’s degree in relevant subject or equivalent professional / vocational/ technical qualification in a relevant field

Master’s degree in Computer Science

Work experience

3 years post-qualification professional experience

Work experience in ICT &/ IM, preferably in an NGO setting (1 year)

Experience with analytics, mapping, and data collection technology

Good understanding of Humanitarian processes

2 years experience working in a cross-cultural setting, preferable in the logistics sector and ICT

Experience in computer programming

Experience with Medair processes

 

Languages

Good English (spoken and written)

Ability to speak, or willingness to learn, local language

IT

Strong computer skills with advanced knowledge of Microsoft Excel, Word, and Outlook 

Critical thinking and problem-solving ability

Advanced data analytics (e.g., SQL, Qlik)

Intermediate computer programming skills

Hardware knowledge including PCs, laptops, network routers, printers, etc.

Knowledge of networking and servers

Experience working with and improving data collection tools
