Position Title: Operations & Procurement Officer

Position Location:  Mogadishu, Somalia.

Program Summary:

The USAID/Somalia Bar Ama Baro program works to increase access to quality education for a targeted number of out-of-school children and youth (ages 8-15) in specific regions of Somalia. The Program will work to increase student enrollment in alternative education program sites, improve their safety, monitor acquisition of literacy, numeracy, and socio-emotional skills among the learners who enroll in them, and enhance the Federal Government of Somalia’s capacity to regulate them.

Position Summary

Creative International seeks an experienced Operations and Procurement Officer for a USAID-funded Somalia education program Bar ama Baro (BAB). This position will support the smooth running of BAB project office in Mogadishu and the project implementing target locations, ensuring that office operations in terms of procurement, logistics & Administration are kept consistent with donor and project standards. The position will generally be responsible for assisting overall logistics and procurement, including the information, communication, and technology (ICT) united, and other office administration functions in Mogadishu.

Primary Responsibilities:

PROCUREMENT

  • Assist project team procurement related services such descriptions and content developments
  • Receive Purchase Requests and advise to procurement requesters if any discrepancies.
  • Develop and maintain the project procurement plans and making sure all plans to be On Track and quarterly updated.
  • Ensure that all procurement transactions are in in line with the project compliance and the USAID project purchasing regulations.
  • Ensure that all procurement transactions to be initiated and completed in the Reqlogic system.
  • Facilitate procurement committees bid evaluation meetings and provide all necessary and requested information.
  • Manage project Blanket purchase agreements and control vendor allowed purchase order limits.
  • Maintain and regularly update Project Supplier data base and the vendor performances.
  • Provide procurement status report to the procurement manager and the project management team.
  • Make sure that received procurement invoice to process timely manner.
  • Upload all project procurement files on the SharePoint and maintain project electronic filing systems.
  • Make sure that all project purchases are based on the value for money through a competitive and transparent procurement process.

LOGISTICS AND OTHER GENERAL ADMINISTRATIONS.

  • Work co-operatively the team to provide efficient and effective office administrative support to the office staff based in Mogadishu.
  • Receive and facilitate staff travel requests and flight bookings, Hotel, and evening reservations.
  • Prepare staff monthly communication allowances and process on time.
  • Process office monthly bills and submit to finance.
  • Maintain office supplies by checking items to determine inventory levels for reordering such stationers, toners, and other accessories.
  • Maintaining office inventory tracker conducting a routine checking and regular updates.
  • Conduct periodic inventory spot checking and report to line manager if discrepancies or missing items.
  • Responsible for managing the office equipment release and return forms for all project assets.
  • Make sure that the office working environment is always tidy and conducive and coordinate with the hosting company in any their service-related issues is raised.
  • Manage field team local transport requests and processes accordingly.
  • Maintain local vehicle hired logbooks and make sure is duly filled and signed the log sheets.
  • Any other assigned task by the supervisor.

Reporting & Supervision:

 The Operations and Procurement Officer will report directly to the Operations & Procurement Manager and have working relationship with the Finance, Security, and program teams.

Skills and Qualifications

  • Bachelor’s degree in business administration / Logistics, Public Administration, or related field.
  • At least three (3) years’ experience in similar role.
  • At least 2 years of procurement experience with highly demanding activities.
  • Demonstrate understanding of operations and procurement standards.
  • Good Interpersonal and Communication both oral and written skills.
  • Must be able to engage positively and productively with a diverse population of team members, stakeholder and local partners.
  • Experience working on donor funded projects, USAID experience preferred.
  • Ability to use procurement systems such as dynamics and Reqlogic systems.
  • Must be professionally proficient in written and spoken English and Somali Languages.
  • Must have a valid Somali passport, or at least valid Somali national ID card to work in Somalia
