Job Title: Social Transfers Project Officer
Job Location: The Officer will cover both Buroa and Berbera locations, but he/she will be based in Buroa.

Contract details: 1 year with high possibility of extension
Programme Summary: The Social Transfers programme objective is to protect and promote socio-economic opportunities for vulnerable population through provision of cash based social transfers in Somaliland Corridor. The action will be implemented by Concern Worldwide (Concern) as lead with Save the Children International (SCI); and with support and leadership of the Ministry of Employment, Social and Family Affairs (MESAF). The Overall Objective is improved resilience and poverty reduction of poor and marginalised households and communities in Somaliland and specifically contribute to the strengthening of the Social Protection sector by strengthening government capacities and enhancing Social, Economic and Human Capital among poor and extremely poor households in Somaliland.
Job Description: The Social Transfers Project Officer position is responsible for carrying out all aspects of programme delivery through Cash based Social Transfers based on the programme expected outcomes. The Social Transfers Project Officer will work closely with target communities in assigned field locations of responsibility, identifying priority needs and target households, conducting cash transfer sensitization activities, verification assessment, conducting Post Distribution Monitoring, establishing relationships with community, local government and leaders and private sector partners, and overseeing social transfer payment to the right beneficiaries.
Main Duties & Responsibilities:
Programme implementation;
- Oversee the day-to-day management of and implementation of ST programme in the community.
- Take lead in community mobilization, awareness raising and sensitization on cash based social transfers programme.
- Carry out awareness and disseminate to the community criteria for beneficiary selection.
- Actively participate in the beneficiary selection based on eligibility and targeting criteria.
- Conduct verification of beneficiaries as well as registration on rolling basis.
- Facilitate the delivery of cash based social transfers.
- Participate in the mapping of health and nutrition services and suitable livelihoods opportunities to link social transfer recipients with in line with intended programme outcomes in the targeted locations.
- Participate in the sensitization and messaging on Maternal Infant and Young Child Nutrition with clear linkages with nutrition and health centers in each region.
- Participate in the sensitization and messaging on youth livelihoods with clear linkages with vocational training centers and economic inclusion opportunities in Somaliland context.
- Participate in the sensitization and messaging on COVID-19 prevention and treatment with clear linkages with health centers in each region.
- Promote active participation of targeted beneficiary communities in the project work.
- Facilitate and support the identification and prioritization of needs while ensuring inclusion of most vulnerable and poor households in project activities.
- Work with Community heads/leads and Ministry of Employment, Social and Family Affairs Regional Representatives (RR) for effective implementations of Programme in assigned field locations of responsibility.
- Actively participate in community consultative process, document and share timely key discussions and feedback with Field Coordinator.
- Timely and appropriately engage in problem-solving for any issues arising from the communities/beneficiaries/authorities before escalating; promptly share information with Field Coordinator and Programme Manager.
- Produce timely quality field project activities reports, clearly highlighting progress and any issues or challenges for attention to line manager.
- Contribute to the development and rolling out clear Social Transfers monitoring plans.
- Undertake regular monitoring visits as per work plan as agreed with Senior Field Coordinator.
- Undertake periodic beneficiary discussions and engagements to keep up to date with community perceptions of the programme, changing needs and opinions.
- Keep Field Coordinator and Programme Manager up to date and informed about the situation on the field and any contextual developments which may affect activities and require a timely action or change of plan.
- Maintain transparent, accurate two-way information flow with targeted communities and key programme stakeholders.
Monitoring and Reporting
- In collaboration with MEAL Officer and Manager, lead field work to conduct baseline, midline and end-line data collection, and other data collection that the project might undertake.
- Support monitoring of progress towards programme indicators and milestones, ensuring timely collection and review of required data and information.
- Proactively support and encourage programme beneficiaries to use the Complaints Response Mechanism (CRM), if they have any complaints to resolve issues as they arise as appropriate.
- Compile and submit monthly narrative reports to Field Coordinator in the required formats and per the agreed deadline.
- Undertake regular visits to the project implementation sites and report back with findings/recommendations.
- Identify, document and share beneficiaries case studies, photos and success stories
Coordination and Representation
- Represent Concern in relevant stakeholder forums such as meetings with local authorities and community leaders, keeping field Coordinator informed of discussion points, issues arising and agreements made.
- Participate in other external, partner or Implementing level meetings at request of Field Coordinator or Social Transfers Programme Manager.
- Participate in Social Protection Clusters and actively contributing from field level experience and expertise at request of Field Coordinator or Social Transfers Programme Manager.
Adherence to Concern policies and guidelines:
- Adhere to, support and promote the standards of conduct outlined in the Concern Code of Conduct & its Associated Policies and other key organizational policies and guidelines.
- At all times comply with Concern’s Security Management Standard Operating Procedures.
- Contribute to the establishment and implementation of preventive measures to reduce the potential for abuse or harm in Concern’s programming.
Other:
- Any other tasks as may be reasonably assigned by Field Coordinator or Programme Manager.
- Be willing to play a role in any emergency response activities Concern may implement at request of line manager or Emergency Coordinator
Job Specification; Qualification and Experience:
Essential:
- Graduate in Social Science, Development Studies, Management or other discipline as relevant to this JD.
- At least 3 years’ experience working with an NGO at Project Officer level
- Demonstrable experience and some technical skills in cash transfer programming and an understanding of social transfers/safety nets.
- Experience working with IDPs and/or extreme vulnerable populations;
- Demonstrable understanding and practical experience of key principles of Accountability, Safeguarding and the Centrality of Protection.
- Fluent spoken and written English and Somali language
- Computer skills including MS Word, Excel, e-mail, internet.
- Teamwork skills and the ability to build good relations both internally and externally.
- Experience working collaboratively with community and local government representatives.
Desirable:
- Past work experience in one or more of the following sectors: livelihoods (especially urban, fisheries, pastoralism), health and nutrition, protection.
- Understanding of value chains and opportunities for linking youth to markets, vocational training and economic inclusion opportunities in Somaliland context.
- Familiarity and experience with participatory approaches including interviewing/ FGDs and data analysis techniques and systems
