TERMS OF REFERENCE FOR THE DOCUMENTATION OF KEY PROJECT LEARNINGS FOR THE SOMALIA GIRLS’ EDUCATION PROGRAM – TRANSITION (SOMGEP-T)
Summary
CARE International in Somalia is seeking to procure the services of an external consultant to develop project learning products on the impact of the CARE-led initiative Somalia Girls’ Education Promotion Program – Transition (SOMGEP-T).
Background
Since 2016 CARE has been one of the main implementers of FCDO’s Girl’s Education Challenge (GEC)-funded programming in Somalia. CARE first implemented the GEC-funded SOMGEP (2013-17) which has since expanded into Somalia Girls’ Education Promotion Program – Transition (SOMGEP-T) (2017-2022). SOMGEP-T aims to bring about sustainable improvements to the learning and transition outcomes of marginalized Somali girls living in rural and remote areas. To address barriers and the causes of marginalization, the SOMGEP-T Theory of Change (ToC) focuses on four key outputs: (1) Improved access to post-primary options; (2) supportive school practices and conditions for marginalized girls; (3) positive shifts on gender and social norms at community and individual girl level; and (4) enhanced MoEs’ capacity to deliver quality and relevant formal and informal education. Outputs are expected to contribute to the achievement of the project’s four intermediate outcomes of improving attendance, school governance, quality of teaching, and life skills development, which will in turn contribute to the long-term goals of improving learning outcomes, boosting transition rates, and ensuring the sustainability of changes brought about by the project.
Over the years, the project has developed a number of learning products which capture learning on its various aspects. The rationale for this consultancy is to create additional learning products drawing from SOMGEP-T’s findings and lessons learned. Those products will add to the global evidence body on girl’s education programming in conflict-affected settings, particularly looking at:
- If and how having a GESI focus on teacher training and participatory governance (Community Education Committees/ CECs) has contributed to impact, and to what extent (what worked and persisting gaps)
- Impact of system-level gender mainstreaming (support to Gender Focal Points at the Ministries of Education)
- Impact of the engagement of religious leaders on girls’ education
- Public-private partnerships between private healthcare facilities and communities / MOEs to provide assessment and support to children with disabilities
- Effect of disability interventions and Village Savings and Loans Associations on enhancing the educational inclusion of marginalised children
Assignment Objectives
The main objective of the consultancy is to support the preparation of learning products in print, to capture and communicate SOMGEP-T impact internally and externally with Ministry of Education (MoE officials at district, regional and national level), development practitioners, GEF Fund Manager, donors and other decision makers.
Methodology
The consultant is expected to undertake the following, but is not limited to:
- Review of existing learning products and SOMGEP-T project documents (for example, project evaluation reports, evidence-based case studies, conference papers, progress reports–if required), as well as external materials that would inform additional analysis.
- Develop appropriate tools to collect any additional qualitative information
- Remote training of project staff on the use of innovative qualitative data collection tools, particularly girl-driven approaches such as photo-voice and video-voice
- Compile information received from project technical teams
- Design the specific learning product templates based on the type of learning and communication product
- Develop and share draft learning products with project staff for their feedback and incorporate their inputs
- Finalise the learning products based on the feedback received. The final learning products should be fully compliant with GEC branding guidance, that is, appropriate logos and signed off for external use by the Foreign, Commonwealth and Development Office (FCDO).
Support provided by CARE
CARE will provide the consultant with:
- Project documents and existing learning products
- Learning products designing and documentation guidelines
- Suggestions on the most suitable stories and contacts of relevant people where necessary
- Learning product templates
- Fieldwork for qualitative data collection in case the consultant is operating remotely.
Deliverables
The expected final products of this consultancy are:
- Two evidence-based case studies – (up to 1,200 words per case study) on the effect of disability interventions and VSLA on enhancing the educational inclusion of marginalised children.
- Four impact stories – (up to 1,200 words per story) to provide detailed accounts of the impact on the lives of individual girls supported by the project.
- Four thematic Learning Papers (up to 6 pages per learning paper) – focusing on:
- Public-private partnerships to increase education inclusion
- Religious leaders and social norm change
- Impact of system-level gender mainstreaming
- Impact of the GESI focus on teacher training and participatory governance
- One blog (up to 1,200 words) focusing on the impact of girls’ leadership skills development (through girls’ empowerment forums/GEFs) on learning and transition outcomes, strengthening safeguarding, social capital, and mental health
Time Frame
The duration of the consultancy is 30 working days from November 2021 to February 2022. An indicative timeframe is presented below:

Qualifications/specialized knowledge/experience required to complete the task:
- Advanced university degree in education
- Proven experience in the preparation of knowledge products, toolkits and peer-reviewed articles
- Demonstrated excellent writing skills and strong communication skills are essential
- Ability to produce high-quality work under tight timeframes
Budget
Bidders are required to provide a fully costed proposal in the form of a price schedule that as a minimum should include:
- Sub-total of fees for the delivery of any task or deliverable;
- Sub-total for number of days per deliverable
- Expenses and overheads broken down by the project cost categories;
- Total costs before and after any taxes that are applicable.
Bidders are required to provide a payment schedule on the basis of milestone payments for the successful delivery of each deliverable.
