Job Title: WASH Technical & Liaison Officer – Readvertisement
Location: Kismayo/Badhadhe, Somalia
Job Holder Reports To: WASH & Infrastructure Project Manager.
Reporting to Job Holder: N/A
Overall Purpose: Working as an important member of a diverse team who are committed to serve the world’s most vulnerable with practical and compassionate care, the WASH officer has a vital role to play in improving access to safe water, sanitation and hygiene practices for the target population. He/she effectively manages the assigned activities related to the WASH project(s) in line with the objectives, budget and timeframe laid down in the proposal(s). The role also liaises between Medair and external stakeholders, especially government authorities to build relations and ensure communication and coordination.
Project Overview:
Medair has been implementing integrated health, nutrition and WASH projects in Somalia since 2008. The current involves WASH infrastructure rehabilitation, water supply, sanitation and hygiene promotion as well as WASH emergency responses in urban and rural Somalia
Duties and Responsibilities
- Implementation of Kismayo WASH context analysis report
- In collaboration with the project manager and other sector managers, take lead in implementation of the findings presented in the context analysis report. (conducted by Medair and an external consultant early this year)
- Technical WASH Management
- Contribute towards development of Bill (BoQs) for WASH infrastructure according to Medair requirements and minimum standards.
- Develop work plans for proposed activities and report against these schedules
- Install WASH infrastructure and equipment at health facilities and ensure quality of technical works and construction progress
- Establish and oversee the implementation of WASH management systems and supervise regular monitoring (e.g., water quality testing).
- Monitor, supervise, and assist in the implementation of WASH activities, with emphasis on community capacity building for hygiene behaviors.
- Contribute support for dissemination of appropriate IEC (Information Education Communication) /BCC (Behavioral Change Communication) for effective hygiene promotion in the target area in close integration with other activities
- Contribute support as needed during needs assessments and during project design information gathering.
- Capacity building
- Identify training needs of community members involved in WASH activities and, in conjunction with other Medair WASH staff, develop and implement training plans.
- Work closely with other sector staff to support the operation and maintenance of water supply and sanitation facilities including training and monitoring.
- Other training related support to partner staff, volunteers and care groups
- Communication, Coordination and Liaison
- Represent Medair at relevant local level coordination meetings involving local authorities, and other I/NGOs and WASH Cluster.
- Coordinate and liaise with relevant team members to ensure objectives of the WASH program are met. Liaise with relevant stakeholders involved in WASH activities delivery including private sectors, government institutions and user committees, in collaboration with other Medair WASH staff.
- Logistics
- Provide technical specifications to logistics team during local procurement process on construction materials in co-ordination with the WASH PM.
- Quality Management
- Promote use of Medair standard operating procedures, ensuring use of standardized formats and adherence to set guidelines.
