ROLE PURPOSE:

To support the delivery of Monitoring, Evaluation, Accountability & Learning (MEAL) strategy, policy and practice by helping design programme monitoring systems, build the capacity of staff in their analysis and dissemination of data, and coordinate information management and reporting systems.  You will also support both area and country REALM team in implementing the country MEAL framework, ensuring achievement of SCI REALM standards including research studies and program quality delivery for MFA funded projects in Somaliland

Your support in the delivery of an effective Research Evaluation Accountability Learning and Monitoring function will play a key role in the expansion and improvement of the quality of Save the Children programmes in Somaliland to increase impact and enable positive change for children.

KEY AREAS OF ACCOUNTABILITY:

  • Supporting SC staff and partners to develop and implement the Monitoring and Evaluation plans, accountability improvement plans and child participation initiatives based on Save the Children International best practice.
  • Supporting and build capacity of SC staff and partners in MEAL issues including rolling out required data collection tools/formats with the support of the Area REALM team.
  • Undertake routine data quality verification and quality program monitoring using program quality checklists, compiling findings and sharing them with respective program teams
  • Participating in the development of tools and guidelines for data collection, collation and reporting; managing a project level data compilation for donor and country office reporting specifically indicator performance tracking (IPTT) for CSSP and CPS projectsand outgoing telephone calls, systemically checking this data for quality, accuracy, and consistency, and providing feedback as necessary.
  • Lead project specific data collections such as the International Child Development Program (ICDP), Positive Parenting and Parenting Without Violence (PwV), Annual Surveys
  • Coordinate the sharing of learning related to Monitoring and Evaluation practices encouraging consideration of results both between and within sectoral teams,
  • Took part project level situation analysis, needs and baseline/end line assessments, and providing support when internal/external reviews, evaluations, and lessons learned exercises have to be conducted.
  • Maintaining a tracking spreadsheet for Monitoring and Evaluation activities and events – Action trackers, CRM tracker, baselines, assessments, reviews, evaluations – tracking trends and recommendations, progressing their implementation where appropriate.
  • Complying with and promoting all Save the Children Global policies such as Child Safeguarding, Whistle blowing, Fraud, and Health and Safety.
  • QUALIFICATIONS AND EXPERIENCE
  • Background of implementing effective Monitoring and Evaluation systems and/or accountability mechanisms in in humanitarian and developmental responses.
  • Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on Monitoring and Evaluation methodology and analyse and disseminate information to a range of stakeholder audiences
  • Computer literacy, particularly in Word, Excel, and PowerPoint, STATA, Power BI;
  • Excellent planning, coordination, and reporting skills, with the ability to organise a substantial workload comprised of complex, diverse tasks and responsibilities;
  • Strong communication and interpersonal skills in English, with experience working in multicultural, multi location, values driven teams;
  • Willingness to work and travel in often difficult and insecure environments;
