About the Project:
Green and Resilient Ecosystems for Somali Livelihoods (Hal-Abuur) project aims to scale up the climate resilience of ecosystems and livelihoods in Somalia by operationalizing the Great Green Wall Initiative (GGWI). Funded by the Adaptation Fund, with IFAD as the implementing agency and SADAR Development and Resilience Institute as the executing entity, the project addresses the critical challenges of land degradation, frequent droughts, and floods. The project objective is to scale-up the climate resilience of ecosystems and livelihoods in Somalia by operationalizing the Great Green Wall Initiative in the country. The project has 3 main components:
Component 1: Green and resilient agropastoral and pastoral ecosystems in Somalia. Component 2: Resilient agropastoral and pastoral livelihoods in Somalia. Component 3: Operationalization of the Great Green Wall initiative in Somalia.
Job Summary:
Within the duration of the assignment, Regional Agro-Pastoralism Officer is a key member of the Project Management Unit (PMU) at the regional level. Under the supervision of the NRM Specialist (Team Lead), this Officer is responsible for coordinating and supervising all activities related to Component 2: Resilient agropastoral and pastoral livelihoods within their assigned region.
The Officer will provide technical oversight for the implementation of Pastoralists and Farmers’ Field Schools (P/FFS), support community-led regeneration (P/FMNR), and facilitate livelihood diversification activities. The Officer will work closely with Cluster Level Facilitators (CLeFs) to ensure the adoption of climate-resilient production techniques.
Key Responsibilities:
- Assist in the initial district diagnostic and site selection process by engaging with regional and district administration, technical services and conducting field assessments.
- Identify and recruit Cluster Level Facilitators (CLeFs) from among target pastoralists and farmers communities, ensuring inclusive selection (women and youth).
- Coordinate the implementation of agricultural and pastoral resilience activities in the targeted clusters (villages/communities) within the region.
- Supervise the roll-out of Pastoralists and Farmers’ Field Schools (P/FFS), ensuring the curriculum is adapted to the local context (e.g pastoral system in Mudug).
- Support the implementation of Pastoralists/Farmers Managed Naturally Assisted Regeneration (P/FMNR), helping communities select tree species and manage regeneration sites.
- Participate in the development of Community Climate Resilient Investment Plans (CCRIPs), providing technical input on pastoral and agricultural priorities (e.g., grazing management, soil conservation)
- Provide technical context specifications for sustainable rangeland management, including social fencing and reseeding protocols.
- Provide continuous supervision, mentoring, and technical backstopping to CLeFs as they facilitate P/FFS groups.
- Support the establishment and technical training of community tree nurseries, ensuring they produce high-value indigenous and fodder species.
- Assist in the identification and development of Non-Wood Forest Product (NWFP) value chains (e.g., gums, resins, honey).
- Report on the processes, outputs and results of component 2 of the project.
- Facilitate knowledge sharing and documentation around processes, results and lessons learned regarding component 2 activities.
Qualifications and Experience:
- Education:
Bachelor’s degree in Agriculture, Livestock, Environment Science, Range Management, Animal Science, Rural Development or related field.
Technical and Functional Experience:
- The officer should have:
- Minimum of 5 years of practical experience in implementing agriculture or livestock development projects in Somalia.
- Proven experience with Farmer Field Schools (FFS) or Pastoralist Field Schools (PFS) methodologies is highly desirable.
- A minimum of 3 year experience in Community-Based Natural Resource Management (CBNRM), particularly in dryland ecosystems.
- Familiarity with the specific livelihood systems of the Mudug region
- Practical experience in mainstreaming gender, youth and social inclusion considerations in the implementation of agropastoral and pastoral activities.
- Strong communication skills, and ability to liaise with various stakeholders, including government officials. Excellent interpersonal skills, with proficiency in English and Somali.
- Proficiency in use of computer and applications of word, excel, etc..
- Experience in capacity building and training, with excellent facilitation skills.
- Willingness to travel to project sites and work in challenging environments.
- Ability to work independently and as part of a team
Working Conditions
The position is based in Hobyo District and requires extensive travel to remote project sites. The Officer must be willing to work in challenging environments and adhere to strict security protocols.
