About the Project:
Green and Resilient Ecosystems for Somali Livelihoods (Hal-Abuur) project aims to scale up the climate resilience of ecosystems and livelihoods in Somalia by operationalizing the Great Green Wall Initiative (GGWI). Funded by the Adaptation Fund, with IFAD as the implementing agency and SADAR Development and Resilience Institute as the executing entity, the project addresses the critical challenges of land degradation, frequent droughts, and floods. The project targets specific clusters of villages in Galmudug and South West States, utilizing a community-led landscape approach to address droughts, floods, and land degradation. The project objective is to scale-up the climate resilience of ecosystems and livelihoods in Somalia by operationalizing the Great Green Wall Initiative in the country. The project has 3 main components:
Component 1: Green and resilient agropastoral and pastoral ecosystems in Somalia.
Component 2: Resilient agropastoral and pastoral livelihoods in Somalia.
Component 3: Operationalization of the Great Green Wall initiative in Somalia.
Job Summary:
Within the duration of the assignment, the Regional Community Development Officer will lead community mobilization, participatory planning processes (CCRIPs), conflict resolution mechanisms, and the implementation of landscape restoration activities (Cash for Work).
Key Responsibilities:
- Assist in the initial district diagnostic regional and district administration, assessments.
and site selection process by engaging with technical services and conducting field
- Support in the Recruitment, training, and supervision of Cluster Level Facilitators (CLeFs) who will act as the primary interface with communities.
- Facilitate the formation or consolidation of Village Development Committees (VDCs) or Community Development Associations (CDAs), ensuring the inclusion of women, youth, and minority groups.
- Support the development of Community Climate Resilient Investment Plans (CCRIPs), guiding communities to map resources, identify degradation drivers, and prioritize ecosystem investments.
- Coordinate the analysis of conflicts over natural resources and capitalize on the customary conflict resolution mechanisms.
- Implement the process for the formulation of the Community Climate Resilient Investment Plans.
- Implement the Gender Action Learning System in the selected communities and adapt it to the development of pastoral and agro-pastoral systems.
- Implement the project livelihood diversification activities ad supervise the cash for work activities.
- Implement the project’s Grievance Redress Mechanism (GRM) at the regional level, ensuring complaints are logged, tracked, and resolved fairly.
- Collaborate with the Gender and Social Inclusion Officer to ensure that women and youth quotas (50% beneficiaries) are met in all community structures and CfW activities.
- Conduct regular field visits to monitor the functionality of community committees and the level of social inclusion.
- Report on the processes, outputs and results of component 1 and 2 of the project.
- Facilitate knowledge sharing and documentation around processes, results and lessons learned regarding component 1 and 2 activities.
Qualifications and Experience:
- Education:
Bachelor’s degree in Community Development, Social Sciences, Development Studies, Natural Resource Management, or a closely related field.
Technical and Functional Experience:
The Regional community Development Officer should have:
- A Minimum of 5 years of experience in community-driven development (CDD), rural development, or resilience projects in Somalia.
- A minimum of 5 years of experience in organizing and training village development organizations.
- A minimum of 3 years of experience in implementing livelihoods activities.
- Proven experience in team leadership and managing field officers.
- Strong background in participatory planning tools (e.g., PRA, community mapping) and managing Cash for Work programs.
- Excellent community mobilization and facilitation skills.
- Strong understanding of the socio-political context of the assigned region (Galmudug or South West State).
- Ability to manage complex relationships with government officials, clan elders, and vulnerable groups.
- proficiency in Microsoft Office and basic reporting.
- Fluency in Somali and English (written and spoken).
Working Conditions
The position is based at the regional level (Hobyo or Baraawe districts) and requires extensive travel to remote project sites. The Officer must be willing to work in challenging environments and adhere to strict security protocols.
