TRAVEL:

OFFICE/UNIT/PROJECT DESCRIPTION:

UNDPs core vision is to help countries achieve simultaneous eradication of poverty and significant reduction of inequalities and exclusion. Addressing gender equality and women’s empowerment is a key aspect of UNDPs approach to achieving its core vision.  In the 2030 Agenda for Sustainable Development and in UNDP’s Strategic Plan, gender equality is both a goal and an essential catalyst to progress across all development outcomes.  The UNDP Gender Equality Strategy 2018-2021, the third such strategy, provides a road map to elevate and integrate gender equality into all aspects of UNDP’s work to reduce poverty, build resilience and achieve peace in communities and territories, helping to accelerate progress towards the 2030 Agenda.

With the generous funding of the Government of Canada, UNDP-RSCA has launched a four year (2020-2024) Regional Project on Advancing Gender Equality and Women’s Empowerment in Africa. The project aims to enhance the capacity of the Regional Economic Communities (RECs) and other regional partners (CSO’s) to have enhanced evidence-based knowledge and capacity to advocate and support their Member States to fulfil their gender equality and women’s empowerment commitments in the realization of Agenda 2063. This will be achieved through working on four intermediate outcomes focusing on: Strengthened institutional capacity of RECs to monitor and advocate for gender equality and women’s empowerment within their institution and with their Member States; (ii) Strengthened engagement of RECs and CSO’s with Member States to help them promote women’s leadership and participation in governance and peacebuilding; (iii) Improved capacity of RECs to monitor and influence their Member States on the ratification, domestication and implementation of regional and global instruments on women’s rights and gender equality; and (iv) Strengthened engagement of RECs and CSOs with their Member States to help them advocate for women’s economic empowerment.

 INSTITUTIONAL ARRANGEMENT:

UNDP in partnership with the Regional Economic Communities (RECs) is hiring Regional Gender Specialist to be based at the RECs of (ECCAS, ECOWAS, IGAD and SADC). Under the overall supervision of the Team Leaders of the Gender Departments/Units of the RECs and with the support of Team Leader and Regional Programme Advisor – GEWE, based at UNDP RSCA, the Regional Gender Specialists will be responsible for overseeing the coordination, implementation, monitoring and reporting on key annual priorities of the RECs under the Regional Project on GEWE. The Regional Gender Specialists are expected to have the technical expertise to facilitate the implementation of RECs priorities against mutually agreed results frameworks and performance indicators under the GEWE project. The Regional Gender Specialists will be directly supervised by the designated Team Leader/Focal Person of the RECs Gender Department/Unit. He/She will directly report to, seek approval/acceptance of output/deliverables from the Team Leader RECs Gender Unit. The team leader will be supported by the Team Leader GEWE UNDP-RSCA. The Regional Gender Specialists will submit a monthly progress report in the first week of every new month. He/She will use the recommended and agreed format of reporting by the hiring agency.

The expected outputs and deliverables are the following.

Monthly Update Reports on Regional Gender Specialists’ support towards the Implementation of the RECs Annual Priority on the below the focus areas.

  • Rollout of the Gender Equality Seal for Public Institutions
  • Ratification and domestication of regional and global human rights instruments
  • Women Peace and Security Agenda
  • Women leadership and political Participation
  • Women’s Economic Empowerment
  • Regional Evidenced Mapping and Research
SCOPE OF WORK:

Under the overall supervision and guidance of the Team Leaders of the Gender Departments/Units of the RECs and with the support of Team Leader and Regional Programme Advisor – GEWE, based at UNDP RSCA, the Regional Gender Specialists, will be responsible for overseeing the coordination, implementation, monitoring and reporting on key annual priorities of the RECs under the Regional Project on GEWE.

The IPSAs will provide support to the following tasks.

  • Contribute and facilitate the process leading to the rollout of the Gender Equality Seal for Public Institutions in RECs including organizing bilateral meeting with the secretariat and member states, adapting and validating the online assessment tool, conducting self-assessment; developing and implementing action plan;
  • Support in facilitating the implementation of other RECs priority interventions under the thematic areas of; Institutional Strengthening; Women Leadership and Political Participation, Women’s Economic Empowerment, Women Peace and Security and Ratification, domestication and enforcement of HR instruments
  • Contribute to facilitating inter-departmental coordination and linkage between the RECs Gender Unit and other organs and department including the department of Peace and Security, Department of Political Affairs, Department of Trades, Human Resources, research, Legal Department etc., to identify areas of potential collaboration and synergy on gender equality programming;
  • Regularly liaise with the project management team based at UNDP RSCA for guidance and additional relevant technical support to facilitate implementation of priority interventions.
  • Contribute to ensure close co-operation and partnership between the gender department/unit and the rest of RECs organs and department to deliver on gender equality and women’s empowerment priorities.
  •  Coordinate and support the process towards undertaking any regional evidenced based research, and knowledge management related to the project.
  • Submit periodic brief narrative update report on the status of implementation of the RECs annual priorities with clear recommendations.
  •  Report to project management on relevance, effectiveness, impact and lessons learnt on the project implementation in the context of REC.
  • The Regional Gender Specialist will undertake any other duties and responsibilities which may be assigned by the Head of RECs Gender Unit.

Min. Academic Education
  • Minimum Master’s Degree in gender and development, development studies, public policy, human rights, economics, business administration or any other social science discipline.
Min. years of relevant Work experience
  • Minimum of 5 years of progressive experience in managing complex multi-stakeholder, multi-year projects on Gender Equality and Women’s Empowerment.
Required  skills and competencies
  • Demonstrate a solid professional competence and expert knowledge in the area of Gender Equality and Women’s Empowerment.
  •  Demonstrate competence in thematic areas of: Women Leadership and Political Participation, Women’s Economic Empowerment, Women Peace and Security and Ratification, domestication and enforcement of HR instruments.
  • Sound knowledge on key gender approaches including gender mainstreaming and gender analysis.
d. Desired additional skills and competencies
  • Sound knowledge of RECs structures, how they work and coordination mechanisms therein. Previous experience working with the REC should be advantageous.
  •  Experience in, and ability to coordinate and interact at professional level with partners including Donors, Un Agencies and Member States.
  •  Current Knowledge and understanding of the latest development and evidence on GEWE in Africa
Required Language(s) (at working level)
  • Fluency in English both written and oral and working knowledge in French in case of (SADC, ECOWAS, IGAD) and fluency in French both written and oral and working knowledge in English in case of (ECCAS).
  • Have the ability to set out a coherent argument in presentations and group interactions
