- Background: The Federal Government of Somalia (FGS) has received financing from the World Bank through the Somalia Capacity Advancement, Livelihoods and Entrepreneurship, through Digital Uplift Project (SCALED-UP) to support a series of reforms to support stability, and to foster sustainable economic and social development in Somalia. As part of the reforms contemplated in the Project, FGS is in the process of introducing a robust, inclusive, and responsible foundational digital identification system that is envisioned to provide each resident of Somalia with unique and verifiable proof of identity. The digital ID system is expected to, inter alia, help increase access to and use of financial services, pave the way for effective public service delivery, and foster the formalization and digitization of the economy.
The Financial Reporting Center (FRC) is created by and derives its mandate from the Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) Act of 2016 with the objective to operate as a national central agency responsible for the receipt, analysis and appropriate dissemination of all information relating to monetary Laundering (ML) and terrorism financing (TF). The regime is designed to protect Somalia’s financial system, develop and enforce robust AML and CTF frameworks. The FRC will be committed to working with our international partners, national and international law enforcement agencies and industry regulatory peers in the fight against money laundering and terrorism financing in Somalia.
- Responsibilities: The successful person will be tasked to provide legal advice and guidance to the FRC directors and staff members in the performance of their duties and in relations to all aspects of the business of the FRC.

- Duration: The proposed duration for the assignment is twelve (12) calendar months from starts date.
- Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Advanced degree in Law, Finance, Economics or related field and a minimum of 5 years of working experience in legal or law enforcement in governments or multi-national organizations or
- A university degree in the above fields with a minimum of 7 years of relevant professional experience.
- Knowledge in the Somali legal system.
- Excellent written and oral command in Somali and English languages
- Proven expertise in Somali laws with legislative drafting experience
- Broad knowledge and understanding of Somali Criminal Justice System
- Experienced at drafting reports, briefings and other materials
- Ability to prioritize and meet deadlines
- Attention to details
- Ability to work effectively on own initiative
- Ability to win the confidence of others and positively influence people and situations
- Ability to develop good working relationship with a variety of internal and external stakeholders.
- Competent computer skills, especially Microsoft Word, Excel and Power Point.
- The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).
- Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- 7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
- 8. Interested Consultant may obtain further information (in person or by e-mail) at the address below during office hours from 8.00 a.m.– 4.00 p.m. Saturday to Thursday except on public holidays.
