Project Name: Provision of integrated life-saving assistance for wash to the most vulnerable communities in rural areas in Baidoa.

Introduction

Wadajir Rural Development Organization (WARDO), WARDO is a civil society organization, WARDO has been working since 2005 in Somalia, it was established by group of Somali humanitarian and development workers who were dedicated and committed to social developments through education and youth development, agriculture and livelihoods, protection, emergency response and water and sanitation programs. WADAJIR Rural Development Organization (WARDO) is a registered and operational Non-Governmental Organization in South and Central Somalia, WARDO was registered in 2005 by the Federal Government of Somalia. The organization has its main office in Mogadishu and Baidoa, with regional offices in the other 4 FMS of South and Central Somalia (Jubaland, Galmudug, Southwest, and Hir-Shabelle).

Context analyses

Baidoa District remains one of the most critical humanitarian hotspots in southern Somalia, driven by prolonged drought, recurrent climatic shocks, and sustained displacement pressures. The Bay Region hosts hundreds of thousands of internally displaced persons (IDPs), with Baidoa serving as a primary hub for communities fleeing drought, food insecurity, and livelihood collapse in surrounding rural areas. 

Activity description

Lot 1

Water point rehabilitation

WARDO will rehabilitate one (1) good-yielding borehole in El-Edow village to restore reliable, safe, and climate-resilient water supply for drought-affected communities. The intervention focuses on upgrading existing infrastructure, including wellhead and apron rehabilitation, pump replacement, hybrid solar pumping with generator backup, storage tank rehabilitation, and improved protection measures, in line with WASH Cluster guidelines, Sphere standards, and government requirements. 

Lot 2

Rehabilitation two shallow wells with Solar Pumping systems

WARDO will rehabilitate two (2) publicly owned shallow wells in Baidoa District to restore safe, reliable, and sustainable access to drinking water for crisis-affected communities. The activity includes wellhead and apron protection, installation of solar-powered pumping systems, water quality testing each one, and community engagement, benefiting approximately 4,000 people in 2 villages in line with WASH and Sphere standards. 

Lot 3

Construct two elevated reinforced concrete water storage tanks

WARDO will construct two elevated reinforced concrete water storage tanks, each with a capacity of 15 m³, to support rehabilitated water systems in Baidoa District. One tank will be built in Ashagow village and one in Geldheere village. The tanks will provide adequate storage and gravity-fed pressure, supplying water through distribution pipelines to community kiosks for reliable and equitable access to safe drinking water.

Lot 4

Construction a 500-meter water distribution pipeline extension

WARDO proposes construction a 500-meter water distribution pipeline from each rehabilitated water source to community water kiosks in Ashagow and Geldheere villages, improving equitable and reliable access to safe drinking water. The activity includes trench excavation, installation of durable high-pressure uPVC pipes with control valves, and proper backfilling, in accordance with WASH engineering standards, to ensure efficient, leak-free, and sustainable water distribution. 

Lot 5

Construction of water kiosks

WARDO will construct six (6) strategically located community water kiosks in Baidoa District to improve equitable, safe, and dignified access to drinking water for crisis-affected populations. The kiosks will be connected to the rehabilitated water system through the extended distribution network and equipped with five tap stands each to reduce congestion and waiting times. Built using durable, climate-resilient materials, the kiosks will include inclusive features such as concrete aprons, proper drainage, soak-away pits, and access ramps, serving approximately 8,000 people in El-Edow, Ashagow, and Geldheere villages in line with WASH Cluster and Sphere standards.

The deadline for submitting the tender documents is on or before 4:30 PM EAT on 12th February 2026.

The Tender documents should be addressed to WARDO offices – in sealed envelope marked: CBPF-SOM-25-R-NGO-38658 “construction of 1 borehole an 2 shallow well with solar pump along elevated tank each and 6 kiosk FOLLOWING 500 meter PIPELINE installation each.

Any tender received after this deadline will not be considered.
