Renewable Energy Expert-REE-MoEM – Hargeisa, Somaliland

1. Background

The Government of Somaliland has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.

The Ministry of Energy and Minerals (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project.

The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.

The Ministry of Energy and Minerals (MoEM) therefore intends to apply part of the proceeds of the SESRP Project to hire an Individual Consultant (“a Renewable Energy Expect-REE”) to support the Project Implementation Unit (PIU) in the installation of Battery Energy Storage Systems (BESS) and solar PV systems at selected existing diesel-based generation stations in Somaliland.

1. Scope of Work and Responsibilities:

The scope of work for the assignment includes but not limited to the following tasks:

Scope of Services- Phase 1(Designs and Contractor Selection). This shall include preparation of site-specific designs, preparation of tender documents, and procurement support activities up until contract award. The REE shall support the PIU in the preparation of detailed selection criteria and performance targets for the beneficiary ESPs. The REE shall carry out a detailed site feasibility studies and analysis for generation capacities and investments requirements by the diesel-based generation sites.

Prepare and issue detailed Engineering Design and Surveys. REE would Knowledge Transfer to the selected ESPs. Based on the on agreements reached (selected ESPs and scope of works) with the PIU, the REE shall prepare the detailed contract scope and specifications for each ESP package.

Scope of Services Phase 2 (Contractor Supervision and Management). This Phase will cover all awarded contracts that may be grouped into various lots. The scope of services shall include but not be limited to supporting the PIU in preparing QAPs, design basis and design approvals, factory acceptance tests, incoming material acceptance at site, site supervision, review and approval of pre-commissioning tests, witnessing and certifying the commissioning tests, establishment of progress measurements and payment processing and other services related to various contract management from effectiveness to the end of the defects’ liability period.
