  1. Background

The Government of Somalia has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.

The Ministry of Energy and Water Resources (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project (SESRP).

The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centers of Mogadishu and Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.

The Ministry of Energy and Water Resources (MoEWR) therefore intends to apply part of the proceeds of the SESRP Project to hire a consultant to work as a Renewable Energy Expert within the Project Implementation Unit (PIU) at the Ministry of Energy and Water Resources, FGS, for the World Bank – financed electricity sector recovery project.

  1. Scope of Work and Responsibilities:

The scope of work for the assignment includes but not limited to the following tasks:

The Renewable Energy Expert is expected to provide technical support to the project in the installation of Battery Energy Storage Systems (BESS) and solar PV systems at selected existing diesel-based generation stations, Support the PIU in conceptual designs, technical specifications, preparation of detailed Bills of Quantities (BoQs) in accordance with international design standards, preparation of Bidding Documents and assisting PIU in the bidding process including clarifications to bidders, preparation of bid evaluation reports and contract award negotiations, supervision and management of works for the selected installation sites including certification of works and payments, Review and Approval of the Contractor’s designs to ascertain that they comply with the specifications and in accordance with sound engineering practice, Support the PIU to ensure that compliance with all ESHS requirements has been achieved and no liabilities remain. The Renewable Energy Expert shall perform all other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following   website:   www.moewr.gov.so or can be provided upon submission of application in person or by e-mail provided below.

Skills and Qualifications

  1. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

Bachelor’s degree in electrical engineering, power engineering, renewable energy or equivalent. Advanced/master’s degree is an added advantage; A minimum ten (10) years of relevant experience in photovoltaic projects and shall have undertaken at least two (2) grid-connected projects of at least 1 MWp capacity, Experience of working in Hybrid Generation and Battery Storage Systems would be considered an added advantage; Experience working with the government, international development partners such as the World Bank projects, AfDB, etc. and NGOs in the energy sector of fragile countries like Somalia; Should demonstrate practical experience and understand about the workings of synchronous grid operation where multiple fuel generators like high-speed diesel generators, low-speed diesel generators and ground-mounted solar with or without BESS are being operated, Should be able to lead the project design and supervision teams and be capable of handling the design requirement during detailed engineering design review and construction supervision etc, Specific experience the Africa region and Fragility, Conflict, and Violence (FCV) Countries and in particular Somalia shall be an added advantage.

  1. Duration:

The duration for the assignment is initially for one (1) year period with an extension based on project duration and the completion of a satisfactory 6-month probation period.

  1. The Ministry of Energy and Water Resources now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) indicating that they are qualified to perform the services.
  2. The attention of interested Consultants is drawn to paragraphs 14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  3. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
