CALL FOR EXPRESSION OF INTEREST:  REPORT WRITING CONSULTANTS 

ASSIGNMENT: REPORT ON THE SOMALIA CIVIL SOCIETY ELECTION SITUATION ROOM (ESR) 

The Puntland Non-State Actors Association (PUNSAA) is a platform for Puntland non-state actors made up of over 30 community-based networks representing different sectors of society including women, youth, the media, the private sector, elders, and professional associations. PUNSAA intended to harmonize, coordinate, and represent non-state actors in Puntland through an inclusive and participatory process. PUNSAA engages in dialogue with the authorities and the international community to bring about a secure and peaceful future for Puntland. PUNSAA aims at strengthening the participation of None-state actors in Puntland in contributing to more inclusive, transparent, and accountable governance, improved service delivery and better state -society relations. PUNSAA promotes robust decision-making, policy formulation and reformulation on peace building, state building, aid effectiveness and service delivery and the overall development of the country.

PUNSAA is seeking the services of Report Writing Consultants to produce a final report on The Somalia Civil Society Election Situation Room (ESR). The purpose of the assignment is to produce a comprehensive report covering the activities and outputs of the ESR and providing an overall assessment on the contribution of the ESR towards civil society efforts to promote a peaceful and inclusive electoral process in Somalia. The work will be done by an international consultant who will work with a supporting national consultant in carrying out the assignment.

BACKGROUND

The Puntland Non-State Actors Association (PUNSAA), Somalia Non-State Actors (SONSA) and the Electoral Institute for Sustainable Democracy in Africa (EISA) are implementing an 18-month project titled

“Support to Peaceful Elections in Somalia – PEACE” funded by the European Union. The overall project objective is to foster a peaceful and inclusive electoral process in Somalia with specific project objectives being (1) to contribute towards reducing electoral tensions in the pre-, during, and post-electoral periods; and (2) to increase women’s participation in the electoral process.

Through the PEACE project, PUNSAA and SONSA, with technical support from EISA, implemented initiatives to enhance the contribution of Somali civil society efforts in election monitoring, conflict prevention and mitigation, and capacity support to advocate and raise awareness on women’s inclusion in the electoral process. The Somalia Civil Society Election Situation Room (ESR) is the main initiative of the PEACE project. The ESR was launched in January 2021 by SONSA and PUNSAA, with EISA as technical partner, and has operated (physical and virtual) during the parliamentary and presidential electoral periods.

The goal of the ESR is to contribute to reducing electoral tensions in the pre-election, election and postelection periods through providing a platform for immediate information sharing, convening, collaboration and coordination of civil society efforts to promote a peaceful and inclusive electoral process. The structure of the ESR provided for conflict monitoring, data collection and analysis, and early warning response. In addition, the ESR provided a platform for awareness raising and advocating for Somali women’s participation in the overall democratic process.

DUTIES AND RESPONSIBILITIES

SCOPE OF WORK

The report writer will work with a national consultant to produce a final report on The Somalia Civil Society Election Situation Room (ESR) covering the period December 2020- June 2022. The assignment will take in two phases:

PHASE I: Desktop review and stakeholder consultations

Duration: 10 days

Location: Mogadishu and Garowe, Somalia

< >Collect and study relevant documents:  project document (including revisions), work plans, Interim annual report (2020-2021), quarterly progress reports, ESR election conflict monitoring reports and statements, training materials and publications produced as part of the ESR outputs.  Discuss with the PEACE project partners to have the best understanding of the report requirements. Have interactions with relevant ESR members, assessment teams as well as identified external interlocutors to gain additional input. Draft and submit an updated report to PUNSAA Executive Director and the PEACE project Programme Manager.

PHASE II: 

Duration: 5 days

Location: Home-based 

< >Finalise report that incorporates feedback from PEACE project partners. Submit final report including proper layout and formatting according to agreed standards to the PUNSAA.

OUTPUTS AND DELIVERABLES

Deliverable 1: Submission of substantive zero draft report (CSOs ESR election conflict monitoring report) Estimated duration to complete: 5 working days

Target due dates: 5 days after commencement of assignment in country

Deliverable 2: Submission of advanced draft report (CSOs ESR election conflict monitoring report)

Estimated duration to complete: 5 working days

Target due dates: One week after commencement of assignment in country

Deliverable 3: Submission of final report (CSOs ESR election conflict monitoring report)) and acceptance by PEACE project Management

Estimated duration to complete: 05 working days

Target due dates:  One week after feedback/comments of first draft provided

INSTITUTIONAL ARRANGEMENTS

< >The Report Writing Consultants will work under the direct supervision of the PUNSAA Country Director, EISA programme officer and will ultimately report to the PEACE project Programme Manager The Report Writing Consultants will go through all relevant ESR planning and reporting documents from December 2020 (Project document, Annual Work Plans, annual reports and ESR assessment reports and statements) to write the CSO ESR election conflict monitoring report. The reporting assignment comprises two phases.

SKILLS AND QUALIFICATIONS 

The consultants should have the following expertise and/or experience:

< >Proven experience of evaluation of elections, peacebuilding and conflict mitigation, political governance, and democratic governance programmes in East Africa. In-depth knowledge and understanding of Somalia indirect electoral process Knowledge and experience of developing and using theories of change. Knowledge of different approaches to programme evaluation. Proven expertise in use and analysis of qualitative and quantitative data. Sound evaluation record, including knowledge of international report writing standards.  Good communication and facilitation skills

< >Total fee that includes expert services, subsistence,, communications, and other related expenses to carry out the assignment.  The fee must be presented in table format following the work breakdown under each phase.

– The total fee must be presented in EURO.
