  1. Background:

The Republic of Somalia has received financing from the World Bank towards the cost of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program (SCALED-UP) project; and intends to apply part of the proceeds of the above project to finance the position of an embedded e-Government Strategy Development and Implementation Advisor (Local Consultant). 

  1. Responsibilities: As part of this support, the MoCT is now looking to hire a Local Consultant to work onsite (as conditions allow) with the Ministry, acting as the Ministry’s liaison on e-government and key interlocutor with the International Consultant to help boost the Ministry’s capacity to develop and implement its new e-Government Strategy.

  1. Duration: The proposed duration for the assignment is a period of 12 months from starts date.
  2. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
  • Master’s degree in telecommunications, engineering, computer science, law, economics,

public policy or related field with a minimum of 10 years of experience in the ICT sector, working on government policy, regulation and project implementation, or equivalent combination of education and experience.

  • At least 10 years of relevant professional experience, including at least five years’ experience in supporting e-Government and ICTs for development.
  • Sound knowledge of e-Government issues in developing countries.
  • Excellent communication skills – both written and verbal, including the capacity to communicate complex and technical issues in simple terms;
  • Proven ability to clearly and concisely prepare, present and discuss recommendations at senior levels and to produce deliverables such as memoranda, recommendations, requirements documents, and status reports;
  • Ability to work well under pressure and to meet tight deadlines. Demonstrates a high level of motivation, confidence, integrity and responsibility;
  • Excellent interpersonal skills; including the ability to work independently, effectively in a team/task force as a team member or leader, and with senior staff and managers;
  • Demonstrated ability to listen and integrate ideas from diverse views, create partnerships and collaborate with others, advocate and influence, resolve conflicts constructively, and work effectively across boundaries even without active guidance from the management;
  • Demonstrated ability to communicate effectively in English and Somali
  1. The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).
  2. Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services, edited in November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  3. 7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
  4. 8. Interested Consultant may obtain further information (in person or by e-mail) at the address below during office hours from 8.00 a.m.– 4.00 p.m. Saturday to Thursday except on public holidays.
  5. Deadline for submission: Expressions of interest should be delivered in a written form to the address below by e-mail by September 05, 2021 at 4.00 p.m. local Time.
