  1. Background:

The Republic of Somalia has received financing from the World Bank towards the cost of the Somalia Capacity Advancement, Livelihood and Entrepreneurship, through Digital Uplift Program (SCALED-UP) project; and intends to apply part of the proceeds of the above project to finance the position of an International Consultant conduct a review of Institutional Development Plan(IDP) experience in the SCALED-UP Project and identify incentive options to improve IDP ownership and performance for Gargaara Company Limited.

  1. Responsibilities: The consulting assignment will have three activities: (i) synthesize lessons learned from the SCALED-UP project’s support for institutional development plans of PFIs by interviewing key stakeholders (such as PFI Board members and managers; Gargaara management), (ii) development of a list of incentives and options that can increase ownership and achievement of IDP activities, and (iii) interviews with the existing and potential PFIs (that have already been identified by Gargaara) to get their input into what activities and support they may need and incentives that would help them. The consultant is not expected to determine if the agreed-upon IDP activities were the most appropriate in each case, but rather should focus on the incentives mechanism used and other approaches that could increase successful implementation of the IDP activities in each PFI.

  1. Duration:The proposed duration for the assignment is four (4) calendar months from starts date.
  2. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
  • At least 10 years of work experience with financial institutions in experience in developing countries (commercial banks, microfinance institutions, or a combination of both)
  • At least 4 years of experience with financial institutions in fragile states or low income countries (commercial banks, microfinance institutions, or a combination of both)
  • Technical experience in developing and helping to implement plans to improve financial institution internal systems and products
  • Experience in East Africa and Somalia preferred.
  • Strong skills in presentation of technical findings
  • Proven ability to present an operational set of solutions for commercial financial institutions interested in improving systems and developing new products

5.The Ministry of Ministry of Finance now invites eligible consulting (“Consultants”) to indicate their interest in providing the above-mentioned Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services and furnish the Curriculum Vitae (CV).

6.Attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non -Consulting and Consulting Services dated in November 2020(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

  1. 7. A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
  2. 8. Interested Consultant may obtain further information (in person or by e-mail) at the address below during office hours from 8.00 a.m.– 4.00 p.m. Saturday to Thursday except on public holidays.
