| Background | The Somali Disaster Management Agency (SoDMA) is an autonomous governmental agency that was established in 2011. Its legitimacy was secured in 2016 after the Federal Republic of Somalia’s Parliament enacted the establishment law and the president issued into decree the law Lr# 17/2016, which gives the agency the legal mandate to deal with the whole spectrum of disasters and management in the country.
The Somali Disaster Management Agency (SODMA) is responsible for mobilising and coordinating local and international responses to humanitarian situations in order to prevent disasters, save lives, restore livelihoods and assist affected communities to rebuild resilience against natural and man-made disasters. Therefore, the Somali Disaster Management Agency (SoDMA) is seeking a consultant for the development and mapping out of flood exposure in Beledweyne and Jowhar districts of Hirshabelle State.

| Deliverable Outputs
|
– A brief summary report on the desk review exercise relevant to the understanding of flood mapping, mitigation and management in the context of Somalia;
– An inception report outlining steps and methodology to be used in mapping out flood exposure in Beledwayne and Jowhar districts of Hirshabelle State; – To report on a comprehensive database of flood hazard scenarios, including frequency, intensity, duration and extent of flooding events; – To conduct a spatial inventory of assets and populations at risk of flooding in Beledweyne and Jowhar districts, including their locations, value, vulnerability and resilience; – To develop a methodology for estimating potential flood damages and losses, considering direct and indirect impacts as well as adaptation and mitigation measures; – To develop a set of indicators and metrics for assessing flood risk and exposure, such as expected annual damage, estimated maximum loss and risk reduction potential; – To develop a user-friendly interface for visualising and communicating flood exposure information to stakeholders and decision-makers; – To conduct validation workshops with relevant states and stakeholders; – To submit a final draft to SoDMA; – To obtain final approval from SoDMA leadership.

| Methodology | The consultant shall obtain disaggregated data, review relevant literature, interviews and undertake field visits in Beledwayne and Jowhar districts of Hirshabelle State |
| Duration of the Assignment | The assignment will be for a duration of 30 days from the start of the assignment. |
| Required Qualifications and competencies.
|
The consultant firm must:
– Be a legal entity registered in Somalia; – Have proven and solid knowledge and experience in providing similar services to international organisations and the government; – Have proven expertise in cross working on programs, policies or studies focused on disaster management and disaster risk reduction; – Have proven experience in strategy development and strong knowledge of the Somalian operational context; – Be a consultant with postgraduate degree in environmental resources, water resources, strategic management, disaster risk management, or other related fields; – Possess a sound understanding of national development planning frameworks and priorities and FGS and FMS coordination and development challenges and constraints on the disaster management agenda; – Have proven to understand the Somali political and institutional context; – Have at least four years of prior work experience dealing with disaster management, emergency response, resilience building and/or humanitarian response planning; – Demonstrate knowledge and experience in undertaking research; – Demonstrate experiences and skills in facilitating stakeholder/working group consultations; – Having Relevant regional and international experience will be considered an added advantage; – Have the ability to collect, organise, analyse, distil and document significant amounts of information and follow procedural steps; – Demonstrate problem-solving and analytical skills with the ability to assess challenges and recommend solutions.

| Budget | The consultancy company will submit to SoDMA a financial proposal covering consultancy fees and other operational costs, in line with the methodology described in the technical proposal. |
