The Ministry of Health and Human Services has received financing from the World Bank toward the cost of the Improving Health Services in Somalia (Damal Caafimaad) Project and intends to apply part of the proceeds for consulting services.

The Government of the Federal Republic of Somalia, through the Federal Ministry of Health, is implementing the Improving Healthcare Services in Somalia under the “Damal Caafimaad” Project, with financing from the International Development Association (IDA) of the World Bank Group. The four-year project will contribute to Essential Package of Health Services (EPHS 2020) implementation aimed at improving the coverage of essential health and nutrition services in project areas and strengthen the stewardship of the Ministries of Health in Somalia. The Damal Caafimaad Project, funded has three key components: (i) Expanding the coverage of a prioritized EPHS in selected geographic areas; (ii) Strengthening Government’s stewardship to enhance service delivery; and (iii) Project Management, M&E, Knowledge Management, and Learning. The Project will focus on expanding an essential package of high-impact health and nutrition services across the population in project target regions within available resources and service delivery capacity. It also aims to develop the Federal and State Ministries’ of Health capacity to act as stewards of the health sector.

The overall objective of this assignment is to ensure consistent, robust, high quality data are available and used to monitor EPHS service delivery in Somalia to generate service delivery improvements. Specifically, the third-party monitor will design, execute, manage, analyze data, facilitate data use, and present results for the following monitoring methods, as well as develop Government capacity, with a focus on strengthening the Government’s ability to monitor health sector performance and act as the steward of the health sector.

The Ministry of Health now invites eligible consulting firms (“Consultant”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). The short-listing criteria are as follows:

  1. Core business of the firm and years in business.
  2. Experience of conducting similar assignments in Third Party Monitoring of EPHS (Essential Package of Health Service) service delivery of World Bank/International Donor funded Projects.
  3. Experience of relevant services in an environment similar to that of Somalia; and
  4. The technical and managerial organization of the firm. (Provide only the structure of the organization, general qualifications and number of key staff. Do not provide CV of staff). Key experts will not be evaluated at the shortlisting stage.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 August 2018 and November 2020, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualification but should indicate clearly whether the association is in the form of a joint venture and/or a sub consultancy. In case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the World Bank’s Procurement Regulations.
