TAAM Consultants is looking for a Research and Third-Party Monitoring (TPM) Expert. This person will lead our data collection and analysis, designing and implementing M&E frameworks for upcoming projects in Somalia. The role is vital for ensuring our work is evidence-based, accountable, and effective. The expert will also be responsible for fieldwork and delivering high-quality reports.

Overview of the Position

Our client has engaged TAAM consultants to provide monitoring and research activities across Somalia. As a monitoring and research partner for our clients, TAAM consultants are responsible for monitoring humanitarian projects and providing program support functions where necessary. The operation aims to save lives through the provision of multi-cluster interventions.

General Functions

The purpose of this role is to provide an objective, evidence-based assessment of projects by ensuring that research is conducted in a way that yields sensitive results, and that Third-Party Monitoring (TPM) verifies that humanitarian assistance reaches the intended recipient in the correct quantities and quality. The role involves using a blend of rigorous research techniques and independent field monitoring to evaluate a project’s performance, ensure accountability, and measure its overall impact.

Main responsibilities

  • Analyzing project documents, including proposals, log frames, work plans, and previous monitoring reports, to understand the project’s objectives, theory of change, and indicators. 
  • Developing strong research and monitoring frameworks, including sampling strategies and data collection tools (e.g., surveys, FGDs, KIIs). 
  • Leading TPM engagements involves a hands-on, independent approach to project oversight. The key responsibilities are to verify project data and to collect qualitative insights directly from the field. 
  • Oversee the collection of both quantitative and qualitative data. Ensure data quality through training field teams, conducting spot checks, and implementing quality control protocols.
  • Analyze collected data to assess project performance against key indicators. Prepare comprehensive and well-structured reports, including findings, conclusions, and actionable recommendations. 
  • Train and mentor junior researchers and field monitors on best practices for data collection, quality assurance, and ethical conduct. 

Education 

  • Advanced degree (Master’s or PhD) in a relevant field such as social sciences, statistics, international development, or a related discipline. A bachelor’s degree in a relevant field and 10 years of experience, including 2 years in Third-Party Monitoring (TPM), are accepted in lieu of an advanced degree.

Essential Experience and skills

  • Minimum 5 years of professional experience in research, M&E, or program evaluation, with significant experience in TPM.
  • Proficiency in designing and implementing M&E frameworks and log frames.
  • Expertise in both quantitative and qualitative data collection methods and analysis. 
  • Experience using statistical software (e.g., SPSS, R, Stata) and/or qualitative analysis software (e.g., NVivo, Atlas.ti).
  • Proficiency with mobile data collection tools (e.g., ODK, KoboToolbox). 
  • A firm understanding of research ethics, particularly in sensitive contexts, ensuring the safety and confidentiality of participants.

 

Working Conditions

  • Work may need overtime and on the weekends. 
  • Ability to work independently and manage multiple tasks effectively. 
  • Duration: 6 Months 
  • Location: Home-based

Languages

Fluency in English is required. Fluency speaking, reading, and writing in Somali will be an advantage.
