Background Information

The Position:

The RH/MH Programme officer ensures the effective management of UNFPA activities in the areas of maternal health, family planning, Midwifery and Supply and Commodities management. S/he oversees project formulation and evaluation, joint programming initiatives and national development frameworks. S/he leads the programme team and collaborates with the CO’s operations/administrative support staff.

You will report directly to the Assistant Representative/Head of Puntland office.

Main Tasks & Responsibilities

Job Purpose:

Under the overall supervision of the Deputy Representative, the direct supervision of the Head of Office – Garowe, and the technical supervision of the Chief of Health, the RH/MH Programme Officer ensures the effective management of UNFPA activities in the areas of maternal health, family planning, Midwifery and Supply and Commodities management. The work includes contributing to the RH/MH programme formulation, implementation, reporting and evaluation, capacity building, coordination and partnerships, policy dialogue and advocacy, and supporting resource mobilization for generating funding support to the RH/MH programme.

Employing your programme management experience, you will oversee the work of the programme team as well as consultants and UNV. You will establish and maintain collaborative relationships with counterparts in government, and civil society to address emerging issues, and effectively influence diverse stakeholders to contribute to achieving UNFPA’s mandate.

You would be responsible for:

  • Partnership and Coordination
  • In collaboration with Government counterparts, NGOs and other partners, the RH/MH programme officer oversees the formulation and design of the RH/MH programme and its component projects in line with Government priorities and according to UNFPA programme policies and procedures.
  • Oversees project implementation, establishing collaborative partnerships with executing agencies, experts, government counterparts and other UN agencies to facilitate timely and efficient delivery of project inputs, and addressing training needs of project personnel.
  • Reproductive/maternal health programme undertakes co-chairing responsibilities of Reproductive health working group and other relevant thematic task forces.
  • Participates in the coordinating platforms on integrating ASRH concerns in humanitarian programming.
  • Technical Support and Programming
  • Oversees achievement of a programme results by ensuring appropriate policies and procedures are applied by the RH programme team, and appropriate monitoring and oversight mechanisms and systems are established and implemented.
  • Ensures quality of the RH program implementation through supervision, reporting and monitoring systems.
  • Assesses and undertake capacity building in the partner organizations. Ensures the creation and documentation of knowledge about current and emerging RH/MH, Youth and HIV/AIDS prevention among the vulnerable groups, issues, by the programme team through the analysis of programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and uses this knowledge for information sharing and planning future strategies.
  • Undertakes follow up actions on programme implementation interventions and prepares reports. Drafts changes in the programme work plans, as required
  • Support programming funds in the GPS in the ATLAS system, and also monitoring budget spending limits through COGNOS reports.
  • Policy dialogue/ advocacy and Resource mobilization
  • Reviews the political, social and economic environment relevant to population and development, reproductive/maternal health and gender, and pursues opportunities for UNFPA assistance and intervention. Assesses implications of new policy developments and strategies on programme execution and ensures appropriate implementation.
  • Provides technical support to the development of relevant legislative, policy and advocacy documents to address sexual reproductive health concerns.
  • Participates in advocacy and resource mobilization efforts of Country Office by ensuring preparation of relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in related donor meetings and public information events.
  • Assist in writing proposals and engaging in resource mobilization efforts to support joint programming and the UN Delivering as One initiative.
  • Monitoring and Evaluation
  • Ensures the creation and documentation of knowledge about current and emerging population development trends, RH and gender issues, by the programme team through the analysis of programme, projects, strategies, approaches and ongoing experience for lessons learnt, best practices, and uses this knowledge for information sharing and planning future strategies.
  • Monitors project expenditures and disbursements to ensure delivery is in line with approved project budget and to realize targeted delivery levels.
  • Helps create and document knowledge about current and emerging issues related to RH/MH, Youth and HIV/AIDS prevention among the vulnerable groups, by analyzing programs, projects, strategies, approaches and ongoing experiences, lessons learned, best practices and shares with management for use in knowledge sharing and planning future strategies.
  • Analyzes and generates reports on program and project progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems where necessary; identifies constraints and resource deficiencies and recommends corrective actions.
  • Carry out any other duties as may be required by UNFPA leadership.

Qualifications and Experience

Education:

Master’s Degree or equivalent in Health, Population, demography and/or other related Social Sciences related field;

or,

A first level university degree with 3 years experience combined with relevant academic qualifications and experience may be accepted in lieu of the advanced university degree.

Knowledge and Experience:

  • A minimum of 3 years professional experience in the field of Public Health (including Reproductive Health).
  • Demonstrated experience in project/programme management.
  • Demonstrate experiences in working with government partners.
  • Ability to liaise and affiliate with other UN agencies, Donor, NGO and the Government working in the area of Reproductive Health programme.
  • UN common system experience, especially field experience, is desirable.

Languages:

  • Fluency in English and Somali written and spoken is essential.
