Overview of position

Position Overview

The overall goal of this position ​will be to analyse safe immigration management in Somalia, exploring opportunities for greater cooperation with both regional and international partners.

 

Scope of Work

Somalia faces serious security challenges caused by transnational crime and terrorism. The aim of this consultant will be to produce a short report which will analyse safe immigration management in Somalia, exploring opportunities for greater cooperation with both regional and international partners. The report/note will identify ways to promote information sharing between Somali authorities and international partners in order to more effectively tackle transnational crime and the movement of terrorists with the objective to work towards a more effective immigration control system that would increase security in Somalia and beyond.

 

Role objectives

Functional Responsibilities

● A draft inception report/note which responds to the scope of work with a methodology, survey instruments, and detailed work plan.

Experience:

  • At least 10 years of professional experience in the field of migration management, preferably behavioral change communication and awareness raising campaigns.
  • Deep understanding of migration trends and dynamics, especially in the context of the Horn of Africa.
  •  Experience of carrying out mixed-methods baseline studies and evaluations and in producing high quality analytical reports.
  • Excellent knowledge and understanding of research methodologies and processes.
  • Experience in gathering and systematizing large amounts of data.
Project reporting
Reports to the Project Manager
Key competencies ● Extensive knowledge of the national, regional and international legal frameworks pertaining to migration in a broad definition.
● Deep understanding of the Somali legal context, best practices in human trafficking/smuggling prevention, forced migration, direct assistance to migrants, migration and development, labour migration, etc. intervention strategies and impacts in different economic, social, cultural and political settings.
● Strong computer and analytical skills with ability to write and review technical documents/reports, conduct interviews as part of background research.
● Demonstrated administrative, planning, organizational and advisory skills.
● Excellent verbal and written communication skills in English and Somalia.
