ROLE PURPOSE:
The safety and Security Manager (Conflict sensitivity and Access) is responsible for day-to-day access analysis, conflict mapping and analysis and will provide technical advice and liaison with relevant program, support, and coordination teams at the area levels, while maintaining agreed upon communication with line manager. The position will also focus on contribution with specific technical competencies to program and project staff who are facing access challenges in the communities where SC is working and can improve humanitarian access by initiating contact with those who are impeding access. The position will include a specific project focusing on accessing Hard to Reach populations in Somalia and will be working with program managers based in different areas.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g., once a week or more) or intensively (e.g., four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

SCOPE OF ROLE:

Role Dimensions:
Save the Children has a unified presence in Somalia and Somaliland since January 2010 and is working in the thematic areas of education (including skills training for youth), child survival (health, nutrition & livelihood), protection and emergency responses. Save the Children operates across all zones in Somalia and currently has three main area offices and additional 11 field offices. Programmatically Somalia is a large Country Office with more than $110million annual budget and staff over 650 staff.
KEY AREAS OF ACCOUNTABILITY:
· In collaboration with area level program staff and humanitarian team, lead community conflict sensitivity assessment when a project is taken to a new area/village or a new project is introduced into an area/village we have been working
· Ensure clear messaging and a comprehensive understanding of SC policy and positions (red lines) related to access, conflict sensitivities and programming negotiations, by gathering information from host community key stakeholders, technical experts, senior management and to other humanitarian partners.
· Assist to increase the systematization and continuity of SC community engagement, including but not limited to conflict resolution negotiations where required.
· Utilize effective negotiation techniques to leverage SC programming and assure continued humanitarian access, with conflict sensitivity taken care off.
· Create access-related analysis and accountability details, plans, issues, and incidents are conducted and documented, including project mapping, conflict mapping, conducting training, and providing strategic advice on security and conflict related issues to program teams.
· Supports the timely production of area specific, district and regional level access assessments, stakeholder mapping, access dynamics and trend analysis regularly and as required country wide, in locations deemed as hard-to-reach.
· Assist in the mapping, planning, and coordination of ongoing engagement with all key stakeholders as it relates to humanitarian access, including analysis of key influencers and related engagement strategies, ensuring a database is implemented and maintained to capture all developments witnessed.
· Where required, support program managers/teams to adapt programming and monitoring to be relevant to the current access environment.
· Assist in the development and implementation of tools for remote management and monitoring, as needed, working with technical leads and programme teams.
· Analyze, manage and report relevant information within the mission’s geographical area of intervention in conjunction with security / safety and programme colleagues.
· Provide head of security with bi-weekly access situation reports, conflict maps.
· Create, maintain, and share monthly access situation reports using Arch GIS, Power Bi, and other reporting tools.
· Contribute to the provision of access and context related input for internal and external reporting, donor, and public communications.

Skills and Qualifications
QUALIFICATIONS AND EXPERIENCE
QUALIFICATIONS, EXPERIENCE AND SKILLS
- Bachelor’s degree in security management and or applied social sciences in a reputable university with more than 6 years of progressive security experiences, military or police experiences.
- Formal security qualifications (bachelor’s degree in security and risk management with a minimum of 6 years practical field experience in INGO security management in mid-level position and in challenging or insecure environments, with practical skills on personnel and organizational security issues, threat/risk assessment, security management and awareness, access constrains and negotiation skills
- Demonstrated speaking and writing proficiency of English and Somali languages
Essential:
Proven experience in analysis, reporting and advisory;
- contextual analyses related to humanitarian operations, ongoing conflict analysis, effective communication analyses, ability to comprehend data and produce relevant analyses and reports for diverse
- Confident and effective presentation and communication
- Strong interpersonal skills, including capacities to negotiate with government and non-government ability to build relationships including with government officials and non-state actors.
- Relevant practitioner knowledge of and experience with adapting programming to remote
- Excellent planning, coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
- Experience in incident reporting, information collation and analysis particular to incidents
- Ability to produce standard situation reports
- Ability to present complex information in a concise and compelling manner
- Ability to draft / review access and conflict sensitivity SOPs
Contextual experience and knowledge;
- A clear understanding of the philosophy and mode of operation of NGOs in Somalia
- The candidate must have a well-established information network within Somalia
- Experience in liaising with civilian, police and military government authorities, as well as with regional, national and international institutions
- Ability to balance demands of beneficiary and security actors while maintaining appropriate contextual NGO security advice and coordination
- Highly developed cultural awareness and ability to work well in an environment with people from diverse backgrounds and cultures
- Ability and willingness to dramatically change work practices and hours, in the event of emergencies
Strong actors’ liaison, management and people management skills.
Competency in the use of Internet (maps and mapping tools, and Microsoft Office systems including Word, Excel, PowerPoint)
Willingness to work and travel throughout Somalia
Ability to train a diverse team on conflict sensitivity and access safety
