     Scope of Work for Quality Assurance Consultant

Background

Program Summary

The USAID/Somalia Bar Ama Baro program works to increase access to quality education for a targeted number of out-of-school children and youth (ages 9-16) in specific regions of Somalia. The program will work to increase student enrollment in alternative basic education learning sites, improve their safety, improve learning outcomes and enhance the Federal Government of Somalia’s capacity to regulate them. The programs key performance areas are: IR1: Enrollment in AEPs increased; IR2: Safety of AEP learning environments improved; IR3: Student learning outcomes in AEPs improved; IR4: Government capacity to regulate AEPs enhanced; and Cross-Cutting Themes: Youth civic engagement strengthened.

Rationale

The Quality Assurance support consultant will work with the DCOP-Policy, Curriculum and Government Liaison (PCGL) and with the Director of Monitoring, Evaluation, Research and Learning, and other BAB management to provide technical support to the MoECHE Quality Assurance Department in the following areas:

• Conducting national benchmarking and setting national standards for early grade reading and math’s;
• Development, piloting and roll out of the Local Education Monitoring Approach (LEMA);
• Strengthening MoECHE quality assurance and monitoring systems.

Duration of the consultancy 

• 6 months (with possibility for extension)

Deliverables

• Conducting workshops with relevant stakeholders to facilitate national benchmarking and setting of national standards.
• Finalizing the concept note for LEMA and work with relevant stakeholders to establish LEMA system as a pilot in BAB target schools.
• Monthly progress report.

Reporting and Supervision

The consultant will report to the Director MERL and MoECHE Quality Assurance Director.

Required skills and qualifications:

• Bachelors or master’s degree in a relevant field.
• Knowledge of local context and prior work experience in Somalia.
• Minimum of 6 years’ experience in the education sector, national assessments, monitoring and quality assurance.
• Excellent interpersonal skills.
• Fluency in both English and Somalia (spoken and written);
