The Independent Commission for Boundaries and Federalism is pleased to invite applicants who are citizens of Somalia for the following consultancy position:

- Background
Reconciliation and Federalism Support Project (REFS) is aimed at institutional capacity building of the relevant line ministries and departments at both FGS and FMS levels. In line with the FGS National Development Plan (NDP), the REFS project contributes to the goal of Inclusive Politics targeting to: “Achieve a stable and peaceful federal Somalia through inclusive political processes and effective decentralization.” The ProjectProject also has direct thematic linkages with the Inclusive Politics Roadmap (2017-2020), with 20 out of 70 milestones shaping the scope of work of the REFS project. Mutual Accountability Framework (MAF) also guides the role of REFS. The REF’S Project is designed to support the Federal Government of Somalia (FGS) and the Federal Member States (FMS) to implement their chosen State Administration and Federalism process through need-based political settlement, boundary delimitation, and multipronged reconciliation processes. The ProjectProject aims to consolidate State-formation efforts towards building and harmonizing the emerging federal system in the FGS and the FMSs, ensuring alignment with the New Partnership for Somalia (NPS) and the NDP. More importantly, the ProjectProject is aimed to support the different levels of government to establish requisite administrative machinery geared towards the improved service delivery to the Somali people.
- Institutional Arrangement
The staff member will work at the Commission’s Office in Mogadishu under the supervision of the general secretary of the commission. He/She will participate in all BFC’s working meetings, conferences, and forums. Payment will be made upon certification by a supervisor, including timesheets for actual dates of work and staff member performance under activities and deliverables as reported in the activity report.
- Duration of work
The job duration is for five months (5) which will start from August- December 2021.
- Duties and Responsibilities
Under the direct supervision of the Chairperson of the commission, the incumbent will provide secretarial and administrative support to BFC and will carry out the following duties:
- Perform the full range of office management and administrative support functions
- Assist in preparing official correspondence and statements/speeches and making good copies for distribution at the meetings.
- Make all official travel arrangements for commissioners and office staff, including arranging hotel and airline reservations, transportation, and appointments; arranging for the issuance of airline tickets;
- Maintain the office registry and other office files, including confidential ones. This involves codifying all incoming correspondence, filing all incoming and copies of all outgoing correspondence, initiating new registry files, maintaining an up-to-date filing list.
- Performs a variety of administrative duties: e.g., Organize meetings, conference room reservations, collect, prepare papers and briefings before meetings and missions, office supply and equipment orders, etc.; including preparing and processing administrative requests, e.g., travel authorization;
- Carry out the front desk duties, specifically: receive and direct correspondence; screen telephone calls, process messages and acquire visitors; prepare administrative requests and forms.
- Perform any other duties as assigned.
- Qualifications and Professional Experience
- Completion of secondary school education and secretarial training.
- Minimum five years of the relevant secretariat and administrative experience. Previous experience in accounting and office management is an asset.
- Skills and Knowledge
- Excellent verbal and written communications skills.
- Teamwork skills or proven skills in working as part of a team.
- Demonstrated ability to take the initiative and work independently.
- Fluency in Somali and English
