SCOPE OF WORK
TITLE: Senior Engineer

SUPERVISOR: Deputy Chief of Party (DCOP)
Project Background:
The USAID/Somalia Inclusive Resilience in Somalia (IRiS) Program works with the Somali government and people to ensure drought resistant agriculture and livelihood diversification for rural and urban households, as well as robust private sector engagement for inclusive economic opportunities for marginalized groups. More specifically, IRiS will provide targeted technical support and capacity building to strengthen resilience to climatic shocks for agriculture systems, increase the capacity of the private sector to integrate displaced persons better into the economy, and increase the access of marginalized households/businesses to finance and domestic remittances.
Position Summary:
The Senior Engineer leads the technical components of IRiS construction activities. S/he works with the SMT and field staff to determine if/when/how to initiate construction activities that support IRiS objectives. As the lead on engineering and construction, s/he is the bridge between what is desired and what is practically achievable. Knowledge of the constraints in Somalia is key to ensuring timely delivery of construction commitments, avoiding high-risk endeavors and disappointing beneficiary stakeholders with unfulfilled promises. S/he manages the contracts, making sure the contractors follow all applicable USAID and USG laws and DT Global policies and procedures in coordination with the Grants and Compliance Manager and Deputy Chief of Party (DCOP). S/he will interface with other consortium partner’s staff co-implementing the program and will be required to be highly adaptive, flexible, and be able to manage relationships in the consortium structure. The Senior Engineer must have senior-level experience managing and overseeing engineering activities throughout the implementation cycle, including design, procurement, management, quality assurance/quality control, monitoring and evaluation, close-out, and client relations.
Duties and Responsibilities:
Oversee all aspects of IRiS construction activities from planning out, budgeting and logistics.
Develop scopes of work for construction subcontract tenders/RFPs, which will include, but not limited to design drawings, technical specifications, bills of quantities (BoQs) estimates, and timelines.
Responsible for quality assurance/quality control oversight for construction activities/projects. Ensure IRiS and its contractors follow international best practices in design and construction. Design and/or certify structural designs to all applicable USG standards.
Coordinate all site construction activities and ensure that everything goes according to plan during project implementation timeframe.
Lead on the selection of bidders for construction RFPs and prepare selection criteria; Serve as the focal point for any design subcontractors.
Supervise all field personnel as required to successfully complete the project on schedule and within budget.
Ensure high quality of work and compliance to the Contractors Quality Control plan. Be responsible for the construction safety practices with all on-site activities.
Provide feedback to all concerned IRiS team members and facilitate communication about the construction activity throughout the project’s lifecycle.
Based in Mogadishu with 50% travel to project locations. Other tasks as assigned by supervisor.
Skills and Qualifications
Education and certifications:
A Bachelor’s degree in Civil Engineering, Architecture, or Construction Management.
Key Position Competencies and Experience:
At least eight (8) years of relevant professional construction, project scheduling, material procurement, and field supervision experience, in a similar development setting.
Demonstrated experience in leadership roles, strategic planning, and budget management. Knowledge of USAID rules and regulations related to construction (including environmental
protocols).
Significant experience preparing Bills of Quantity (BoQs), RFPs, SOWs, design documents and overseeing the selection process for construction projects.
Experience managing construction projects/firms from the design phase to the close out/retention period.
Experience with in-kind activities or small grants under contract activities and has prior work experience in security challenged environments.
Proficiency in AutoCAD, Excel and other computer applications.
Strong reporting, writing, analytical, organizational & interpersonal skills; Somali language skills preferred.
