Here at Human Appeal we are looking for an incredible Senior Finance officer to join our teams in Mogadishu office Somalia. Human Appeal in Somalia provides emergency and early recovery interventions to the conflict and natural disasters affected populations in different sectors including WASH, shelter/NFI, child protection, food security and livelihoods.

CONDITION:

Please note: it is a local contract, for this role you must have the right to work in Mogadishu Somalia.

Main Job Purpose

To manage the national finance and effective control of all financial matters ensuring reporting and compliance with donors and HA financial guidelines.

Maintain financial systems and controls to ensure the efficiency, integrity and transparency of the office and sub-office operations in accordance with HA financial guidelines, national legal requirements and internationally accepted accounting standards.

Basic function of the position

The Senior Finance officer & lead will assist in the preparation of budgets, resolve financial disputes raised by the programme teams. Being a key point of contact for other departments on financial and accounting matters. Additionally; s/he will contribute to the development of the country office financial procedures and will participate in reviewing the financial policy and procedures.

Hierarchical position in the organization

The senior finance Officer is under the hierarchical supervision and functional support of the Country Director.

Major duties and responsibilities

  1. Review of Purchase Order, Advance Request, Expense Reports and Payment Requests
  2. Responsible for maintaining the cash or bank sub-journals (general journals)
  3. Responsible for daily cash management and cash count
  4. Consolidate the necessary document for the month end accounting close process, including preparing Journal entries for prepaid accounts and other journal entries
  5. Review all documents submitted for payment to ensure proper procedures have been followed
  6. Maintain all accounting records, ensuring that records are complete, accurate and safeguarded
  7. Enter record in to accounting system on timely basis.
  8. Perform monthly reconciliations of banks, R/A and P/A accounts.
  9. Prepare financials statements at the end of year.
  10. Liaison with internal and external auditors and complete annual audits within deadlines.
  11. Assist in maintaining filing of monthly sub journals vouchers
  12. Liaise with the Programmes department to update contract trackers, reconcile invoices and delivery records, and comply with cost allocation guidelines
  13. Manage submissions and reporting to tax and auditing bodies
  14. Deliver value for money by ensuring due diligence checks are applied to all financial matters
  15. Successfully safeguard the charity from risk in accordance with internal policies and procedures, as well as external regulations such as institutional grant requirements
  16. Any other duties assigned by the technical line manager/Country Director

Skills and Qualifications

Skills and Competences

The incumbent must have prior experience and demonstrated ability to work collaboratively with senior officials of government and international organizations. The incumbent must have a demonstrated ability to communicate effectively through oral presentations and briefings, written reporting and analysis, and information technology tools.
