The Federal Government of Somalia has received financing from the World Bank toward the cost of the Somali Integrated Statistics and Economic Planning Capacity Building and intends to apply part of the proceeds for consulting services of a Senior Macroeconomist.

The consulting services of the Senior Macroeconomist (“the Services”) include engaging in research studies and policy formulation reports of the NEC. He/she is also responsible for the planning and coordinating research on relevant and pertinent national economic policy issues that promote economic and social transformation objectives. S/he will undertake all the other specific tasks detailed in the Terms of Reference (TOR) that can be found at the following http://nec.gov.so or can be provided upon submission of application (in person or by E-mail).

The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:

Education: Ph.D. with 5 years’ experience or a Master’s Degree with additional 15 years working experience in economics that includes publishing articles in reputable journals.

Experience: The Senior Macroeconomist will need to demonstrate skills and competencies in the following areas:

  • Credible experience in economic research and practical experience in macroeconomic policy analysis, in areas such as macroeconomic policy. Strong analytic skills, ability to conceptualize research methodology or program design.
  • Proven ability to deliver results in complex and challenging environments.
  • Experience working in developing countries, with senior levels of government, private sector, or civil society organizations.
  • Experience in at an academic or research organization environment is highly preferred.
  • Desire and ability to manage processes and other staff.

Language Requirement: Excellent written and oral communication skills in English and Somali

The consultant shall be contracted for a period of 12 months with the possibility of extension for another period based on satisfactory performance and availability of budget. The Senior Macroeconomist will have a three-month probationary period and will be based in the NEC Office.

The NEC now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants must provide information indicating that they are qualified to perform the Services and furnish the Curriculum Vitae (CV).

 

The attention of interested Consultants is drawn to section III, para 3.14,3.16 & 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Projects Financing Goods, Works, Non-Consulting and Consulting Services, July 2016, revised November 2017 and August 2018 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
