About NAGAAD NETWORK
NAGAAD Network is a voluntary network bringing together 45 women and organizations in Somaliland. Founded in 1997, it was formed to serve as a collective voice for women and children wishing to see their rights as equal citizens respected in Somaliland. Its activities focus on women’s education, economic empowerment, and participation in decision making, reproductive rights and well-being, through advocacy, networking, capacity building, training, and research.
Duties and Responsibilities:
Under the overall guidance of the Program Coordinator/Executive Director, Senior Meal officer shall perform the following tasks and responsibilities:-
PRIMARY PURPOSE OF THE POSITION:
The Senior Monitoring, Learning and evaluation officer will lead all monitoring and evaluation activities, support design and implementation of the programs’ M&E frameworks and plans. Support and improve the quality of Nagaad’s interventions by strengthening institutional memory and lesson learning through a systematized approach to researching, recording, documenting, and internalizing experiences with maximum participation of internal and external stakeholders. Sn. Meal officer will Report to Executive director.
PRIMARY DUTIES/RESPONSIBILITIES
- Take a lead role in developing/ reviewing the project log frame/ performance frameworks and detailed MEAL implementation plans for Nagaad programs.
- Design monitoring and evaluation guidelines for implementing partners to monitor program activities effectively and provide a regular MEAL capacity building to IPs through routine assessment, and MEAL refresher training.
- Track all program deliverables including monitoring and compiling all program log frame indicators for evidence-based program decision making and reporting
- Conduct quarterly and ad hoc field monitoring for all programs to verify data and program activities.
- Coordinate and facilitate all evidence gathering activities including program evaluations, research activities, and case studies
- Manage and oversee the collection and organization of information in accordance with donors M&E Framework.
- Track performance on established input, activity, output, effect and impact indicators to measure achievement and track progress towards intermediate results and overall program strategic objectives.
- Support on the consolidation of annual data for indicators and beneficiaries to report on the Annual Report;
- Review and validate TORs for external evaluations and evaluations reports for NAGAAD.
- Document and share the lessons learnt and best practices on time and ensure that the knowledge gained contributes to the improvement of projects and influence the strategic development of future projects and activities.
- Conduct spot checks at the individual site and community level to evaluate adherence to programming standards and visually verify information reported through the standard reporting systems.
- Design and implement annual MEAL work plans that support the NAGAAD’s Monitoring Evaluation, and Learning strategy
- Support and contribute to the development of a Management Information System through documentation, implementation, and coordination of standardized MEAL.
- Ensure the various program’s MEAL systems provide timely and accurate information required by the donor and other stakeholders:
- Develop and or revise appropriate M&E tools for Projects within for NAGAAD program’s to capture information on activities.
- Perform other duties as assigned by the Supervisor
REPRESENTATION
- Represent NAGAAD in matters related to M&E with donors and other coordination mechanisms, national and regional authorities, NGO/ INGO/UN networks and other parties as necessary ensuring that all relevant partners are kept positively informed.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
- A Master’s/Advanced university degree and certification in M&E/development Business or Public Administrations, development studies, humanitarian related field and/or related fields
- Minimum of 4-5 years working on M&E for a large program, preferably in an NGO setting.
- Experience with participatory appraisals and project cycle management encouraged
- A high level of understanding of project cycle management approaches, project appraisal, monitoring and evaluation and partners’ capacity
- Possession of analytical, problem- solving and strategic planning skills.
- Excellent interpersonal, organizational and written/verbal communication skills, in cross-cultural settings.
- Proven familiarity with principles and current approaches to M&E using both quantitative and qualitative methods.
- Previous experience and proven track record in managing M&E for large donor-funded or organization.
- Previous experience working in a consortium and a team player with the demonstrated professional maturity to work with a multi-sector team to deliver combined results.
- Proven ability in establishing, maintaining and utilizing M&E systems as well as building staff capacity to utilize systems.
- KEY BEHAVIOR, ANALYSIS SKILLS & ABILITIES
- Mature, compassionate accessible and listening
- Fluency in English and Somali languages
- Excellent coordination and communication skills
- Strong IT skills & knowledge in M&E systems,
- Strong data analysis systems such as STATA, SPSS and ATLAS TI
- Ability to design M&E tools, surveys, surveillance systems, and evaluations.
- Demonstrated ability to train and build capacity of others.
- High level of integrity
- Ability to work in a team
- Experience of working on in eastern regions of Somaliland;
- A willingness to promote Nagaad’s work and develop NGO collaborative work.
- Excellent organizational and administrative skills, including the ability to manage priorities, work under pressure and meet tight deadlines with minimal supervision.
