Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision-making and access to justice, primarily through three multi-year programmes.

The Roles

Oxfam in Somalia and Somaliland is looking for competent persons to join our dynamic, innovative and committed team in the following position:

Senior PHP Officer

To work closely with Oxfam’s WASH staff and implementing partners in Somaliland by providing Public Health-related technical support to meet Oxfam standards and ensuring quality at each level within the project time frame.

This position will require a range of skills and experience including:

  • The post holder should have a first degree in related field and at least 3 years of practical experience in developing countries in appropriate community health and outreach programmes, focusing on direct implementation and partner support. Some of this time should have been in a drought emergency response programme.
  • Knowledge of public health, community engagement and other relevant areas (e.g., health promotion, community development, education, community water supply).
  • Knowledge of use of social marketing techniques/ demand driven approaches to promote or raise demand for products and services that will help communities to improve their public health situation (e.g. latrines, Aquatab/PUR, filters, etc.). This may require developing partnerships with the private sectors (local enterprises, organizations and suppliers) to make the adoption of these practices sustainable
  • Experience and understanding of social mobilization in relation to water and sanitation activities, specifically with the ability to engage with communities, local authorities, community leaders and grassroot groups to participate in actions/efforts to prevent/ control water borne diseases
  • Good knowledge in participatory approaches to planning, implementation, monitoring, and evaluation. Experience in establishing and maintaining public health surveillance systems
  • Good knowledge and experience on working with local partner agencies with the capacity of providing formal and informal training to Oxfam and partner staff.
  • Sensitivity to the needs and priorities of disadvantaged populations and demonstrated experience of integrating gender and diversity issues into public health promotion
  • Good communication and interpersonal skills. Sensitivity to cultural differences and the ability to work in a variety of cultural contexts and communicate with a diverse range of people.
  • Sound understanding of the importance of gender and participation in program implementation; sensitive to the needs of the vulnerable population.
  • Knowledge of public health needs assessments, analytical and planning skills.
  • Good oral and written reporting skills.
  • Diplomacy, and negotiating skills.
  • staff, project and resource management skills.
  • Good communication skills and ability to work well in a team
  • Ability to work well under pressure and in response to changing needs.
  • Ability to travel at short notice and to work in difficult circumstances.
  • Good knowledge of English and Somali.
