1. Background

The Federal Government of Somalia (the Government) is currently implementing one World Bank – funded project in the energy sector. The Government has secured a grant from the World Bank to implement the Somali Electricity Access Project (SEAP). The project development objective is to expand access to electricity in targeted urban, peri-urban, and rural communities. The Ministry of Energy and Water Resources (the Ministry) will establish a Project Implementation Unit (PIU) to carry out the day to day activities of project planning, coordination and implementation of the Somali Electricity Access Project (SEAP). The Ministry intends to engage a consultant to work as a Senior Power Engineer.

The project comprises of the following four components: (i) Electrification of households and small businesses through standalone solar home systems; (ii) Analytic work for enabling electrification through Solar Powered / Hybrid Mini-grids; and (iii) Technical Assistance, Capacity Building and Project Management.

The Ministry of Energy and Water Resources (MoEWR) intends to apply part of the proceeds of the Grant to hire a Senior Power Engineer for the Ministry.

2. Scope of Work and Responsibilities:

The scope of work for the assignment include but not limited to the following tasks:

Support the Minister identify and prioritize energy sector initiatives, including quick-wins, that would help the Ministry undertake transformational impact on Energy Sector development that would lead to improved electricity services including cost reduction, increased reliability, operations efficiency and access; (ii) Provide advisory services with regard to the implementation of the legal, regulatory and institutional framework as it applies to the energy sector including the responsibilities and relationships of various stakeholders at different levels and the Private Sector. Advise the Minister on any policy issues that need to be addressed; (iii) Promote efficiency by harmonizing and aligning the number of specific procedures and rules for sector investment identification, planning, promotion and implementation activities; (iv) Establish a Monitoring & Evaluation Framework for the sector; monitor sectoral inputs, outputs and performance based on an agreed monitoring and evaluation framework and all other specific tasks detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website:  HYPERLINK “http://www.moewr.gov.so/” www.moewr.gov.so or can be provided upon submission of application in person or by e-mail provided below.

3. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

At least a master’s degree in Electrical or Power Systems Engineering; (ii) At least 15 years work experience in the electricity sector and/or policy issues with direct experience in electricity utility operations; (iii)Energy Sector Experiences – experience in the energy sector with a solid understanding of policies, strategies, technology, and social components related to energy sector reform, utility management, and rehabilitation and expansion of electricity generation, transmission and distribution infrastructure; (iv) Demonstrated successful experience in advising and training governments, international institutions and electric utilities on the planning, construction, operation and maintenance of the national power grids; (v) Demonstrated successful experience in advising and training governments, international institutions and electric utilities on the planning, construction, operation and maintenance of the national power grids and

Knowledge of the general policy framework of the FGS with an emphasis on energy Sector, Public Policy, and Public Private Partnership. Work experience in power and energy sector in Somalia would be an advantage.

4. Duration:

The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.

The Ministry of Energy and Water Resources now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit their Curriculum Vitae (CV) and cover letter indicating that they are qualified to perform the services.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World

Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018,

(“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.

1. Background

The Ministry of Energy and Water Resources (the Ministry) will establish a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination and implementation of the Somali Electricity Access Project (SEAP). The Ministry intends to engage a consultant to work as Senior Power Engineer within the Ministry. These Terms of Reference define the scope of activities and responsibilities of the Senior Power Engineer.

2. Project Overview

The Federal Government of Somalia has secured a grant from the World Bank to implement the Somali Electricity Access Project (SEAP). The project development objective of SEAP is to expand access to electricity in targeted urban, peri-urban, and rural communities. SEAP consists of three components:

Component 1: Electrification of households and small businesses through standalone solar home systems

This component aims to reduce market barriers for the private sector to provide modern energy access through solar home systems and targets (i) poorer households and small businesses in areas that cannot afford to connect to mini-grid services; (ii) households and businesses in these areas that are not sufficiently close to a mini-grid to be economically connected; (iii) isolated villages and smaller settlements where mini-grids do not make economic sense; and (iv) nomadic pastoralists whose livelihoods do not lend themselves to a fixed electricity connection. This component will fund a range of market-building supply- and demand-side interventions in response to these challenges. The proposed intervention includes: Seed and result based grants, consumer awareness and quality assurance.

Component 2: Analytic work for enabling electrification through Solar Powered / Hybrid Mini-grids

This component will support the mini-grid sector in Somalia. this component is expected to include the following activities: (i) Detailed geospatial mapping, (ii) Review of property rights and land issues pertaining to energy infrastructure investment, (iii) Pre-feasibility studies for hybridization,

Pre-feasibility studies for greenfield (new) sites identified in geospatial mapping, (v) Developing structuring options for the financing, operation, and ownership of new mini-grids; and

Defining legal, institutional and financing arrangements for developing mini-grids.

Component 3: Technical Assistance, Capacity Building and Project Management

This component will support a range of activities to strengthen the capacity of the Ministry and overall energy sector management, power and access planning, and provides support for project management/implementation, including staffing of the PIU.

3. Scope of Work for the Senior Power Engineer

3.1 Objective of the Assignment

The main role of the Senior Power Engineer is to advise and assist the Ministry on all technical and strategic issues related to energy sector including implementation of the ongoing projects and formal co-ordination between the stakeholders involved in the energy Sector, so as to enhance the efficiency and effectiveness of the sector development.

The main objective of this assignment is to provide advisory services to the Ministry so as to ensure that the various FGS Agencies, FMS and Institutions including the Private Sector to implement their functions in a coordinated, harmonized and timely manner. To enhance the Ministry’s in-house capacity building to provide advisory services and strategic interventions on energy sector issues, and where necessary, to support the various agencies’ ability to step up and perform their due roles in meeting the FGS sector goals.

3.2 Responsibilities

The main activities of the Senior Power Engineer will involve aligning the work within the sector more closely with national priorities such as the Sector Policy, the Electricity Act and the Somali Power Master Plan and to strengthen the cross-sectoral links between FGS and FMS activities and other Institutions and Agencies including the Private Sector by adopting a participatory and inclusive planning and implementation process.

To effectively fulfill the above objectives, the Senior Power Engineer services shall include but not be limited to the following key tasks.

Support the Minister identify and prioritize energy sector initiatives, including quick-wins, that would help the Ministry undertake transformational impact on Energy Sector development that would lead to improved electricity services including cost reduction, increased reliability, operations efficiency and access.

Provide advisory services with regard to the implementation of the legal, regulatory and institutional framework as it applies to the energy sector including the responsibilities and relationships of various stakeholders at different levels and the Private Sector. Advise the Minister on any policy issues that need to be addressed.

Contribute to efficient and effective implementation of the energy sector strategies and policies, which maximises the contribution of energy to national priorities and economic development. In this regard, the Senior Power Engineer will be required to review and prepare consolidated plans highlighting the priorities in the Energy Sector.

Promote efficiency by harmonizing and aligning the number of specific procedures and rules for sector investment identification, planning, promotion and implementation activities.

Create a forum for discussion, sharing of information and experiences, co-ordination of inputs into the different processes on issues in the energy sector with a view of enhancing coherence and harmony as well as ensuring efficient and optimal use resources. This will among others include organizing meetings, conferences, seminars and workshops focusing on development of national energy sector, in collaboration with relevant agencies. Establish liaison with other stakeholders (Federal member status, NGOs, Private Sector and Development Partners) to ensure a wider understanding of the issues in the sector and wider participation in policy, sector development plans.

Establish a Monitoring & Evaluation Framework for the sector; monitor sectoral inputs, outputs and performance based on an agreed monitoring and evaluation framework;

Ensure effective use of support provided to the sector; both public and private.

Any other duties and responsibilities as maybe assigned by the Minister

3.3. Assignment Location

The Senior Power Engineer will be based at the PIU in Ministry of Energy and Water Resources Headquarters in Mogadishu and will be expected to regularly meet and support the project staff at the Ministry. The consultant may also be called upon to undertake any other duties as determined by the SEAP coordinator.

3.4. Time frame and Reporting

The expected duration of the consultancy is one year, with possibility of contract extension subject to satisfactory performance. The assignment is expected to commence February 2021. The consultant will report to the SEAP Coordinator at the Ministry of Energy and Water Resources.

3.5. Facility provided by the client.

The client will provide office space with necessary furniture and other facilities such as printing facility etc. to enable the consultant to perform day-to-day work. The Client will also provide soft and hard copies of any existing relevant documents.

Qualifications, Experience and Skills

At least a master’s degree in Electrical or Power Systems Engineering

At least 15 years work experience in the electricity sector and/or policy issues with direct experience in electricity utility operations

Energy Sector Experiences – experience in the energy sector with a solid understanding of policies, strategies, technology, and social components related to energy sector reform, utility management, and rehabilitation and expansion of electricity generation, transmission and distribution infrastructure.

Energy Policy, Strategy and Institutions – Familiarity with energy policies, strategies, institutions, and regulations. Deep knowledge and understanding of the country’s energy sector issues as a post conflict country.

Demonstrated successful experience in advising and training governments, international institutions and electric utilities on the planning, construction, operation and maintenance of the national power grids.

Experience in implementing utility operated new innovation systems. Expertise in technical projects preparations, research and development exposure on power and energy, including application of Energy Management systems and trainings;

Understanding of technical, commercial, financial and legal terms of electric power licensing (generation, transmission, distribution and renewable energy sources (RES) development).

Knowledge of the general policy framework of the FGS with an emphasis on energy Sector, Public Policy, and Public Private Partnership. Work experience in power and energy sector in Somalia would be an advantage.

An ability to self-navigate through complex bureaucratic environments. Excellent interpersonal skills and proven ability to build strong partnerships with counterparts and colleagues.

Proficiency in spoken and written English is must.

Proficiency in Somali language will be an added advantage.

Unless the position is for nationals only, proficiency in Somali should not be mandatory.

Good written and oral communication skills in English, including an ability to communicate complex issues in simple terms and to engage in evidence based dialogue.

Strong analytical and communication skills and problem-solving abilities

Ability to produce high-quality written outputs with limited supervision.

Computer skills (Word, Excel, PowerPoint, Email and Communications Technologies e.g. Skype) are necessary.

Skills in latest Power and Energy software programs such as PSCAD, Hommer, Matlab and new Wonder-ware to train the junior engineers.
